ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In October 2021, UNHCR (on behalf of the UN) signed a Memorandum of Understanding with the Ministry of Disaster Management and Relief (MoDMR) to set the policy framework based on humanitarian and protection principles and the Government’s priorities and policies. The MoU will guide the UN’s humanitarian response on the island. UN engagement on Bhasan Char is to support and complement the work of the Government. WFP began technical assessments in November 2021 and has begun launching operations in early 2022. WFP’s operations will involve General Food Assistance, Nutrition, Livelihoods, School Feeding, and Common Logistics and ICT Services.

During 2022, while administrative procedures for designating duty stations, establishing appropriate accommodation on the island, etc. are ongoing, all staff dedicated for the Bhasan Char response will be based in Chittagong on their contracts. However, there is a clear expectation that most of the staff member’s time will be spent on Bhasan Char, as required. Presence in Bhasan Char will be considered mission time and eligible for Daily Subsistence Allowance (DSA) as approved by WFP. Travel to and from the island (approximately 3 hours via Navy vessel), on the island, and accommodation on the island will be provided by WFP. There are no options for private accommodation rentals in Bhasan Char.

JOB PURPOSE

Under the direct supervision of Head of General Food Assistance (GFA) Programme, one the incumbent will oversee implementation of General Food Assistance programme at Bashan Char and another Cox’s Bazar . They will be responsible for overall coordination and liaison the Govt officials, camp management authority, UNHCR, site management agency, other actors, and cooperating partners.

ACCOUNTABILITIES/RESPONSIBILITIES

1. Represent WFP, GFA program as Bashan Char or Cox’s Bazar Catchment Focal at the camp level including coordination meetings and follow up on action points with the Head of GFA and partners for implementation. 2. Leading food security sector at camp level and coordinate with government counterparts, SMS agencies, protection actors and other relevant sector to operate General Food Assistance programme 3. In coordination with the UNHCR and site management partners coordinate all the relocation activities including participation in the relocation coordination meetings in the camp 4. In collaboration with the other technical units of WFP, manage transition from GFD to CBT including exclusion and inclusion of families in GFD when required. 5. Support to identify locations and scale-up of E-Voucher retail shops, FFC Point and Farmers Market within targeted locations IN Bashan Char. 6. In coordination with the GFA cooperating partners, prepare monthly mobilization distribution plan for GFA and ensure that all beneficiaries receive their monthly entitlement 7. Lead the Rapid Response activities, in coordination with external and internal support units i.e. cooperating partners, Camp In-charge office, UNHCR, Site management and different Government counterpart. 8. Oversee and monitor cooperating partners activities including complain feedback 9. Provide technical support on SCOPE platform, Block chain (BB) and operational guideline to cooperating partner in a very regular manner for ensuring that programme activities are performed within the established GFA goals and objectives following WFP’s policies and procedure. 10. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. 11. Analysis of GFA database, identify the discrepancies, report to supervisor and support cooperating partner to improve the data quality by sharing the findings.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of University degree (Bachelor’s or equivalent) in English, Social Science , Economics, Business Administration , IRR or relevant areas.

Experience: A minimum of five years of progressively responsible work experience where three years emergency operations or similar experience.

A Basic knowledge on humanitarian principles and code of conduct, Blockchain or SCOPE, General Food Distribution work and cash base programme experience preferably in an international or development organization, or UN system

Functional Capabilities:

⦁ Programme Lifecycle & Food Assistance: Can facilitate implementation of food assistance programme under guidance using basic understanding of principles and good practices of programme design, implementation, and monitoring. ⦁ Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation. ⦁ Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programme. ⦁ Emergency Programming: Displays capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programme. ⦁ Strategic Policy Engagement w/Govt: Understands and applies basic principles of engagement with government counterparts at the national or local level. ⦁ Strong preference will be given to those who have an advance level knowledge in MS Word and Excel. The ideal candidate will be both detailed-oriented, determined, proactive and impatient to get stuff done.

Language: Fluency in English & Bengali (both oral and written) is required. Fluency in Chittagonian dialect is an advantage.
