UNICEF Kenya is currently responding to the drought emergency by supporting relevant national and county government bodies in the sectors of Health, WASH, Nutrition, Education, Child Protection, among others. In addition, UNICEF continues to carry our other emergency and overall usual support to the national and county governments, including the COVID-19 vaccine deployment. Kenya is amongst countries deploying the Covid-19 vaccine with support of COVAX Facility. The Health section is tasked with disbursing funds to support Covid19 vaccine deployment to the 47 counties in Kenya. The effective disbursements and timely monitoring and liquidation is critical to the success of this process, among other KPIs.
How can you make a difference?
The Health team is seeking the support of a Programme Associate to support programme delivery and manage the additional workload in the section as a result of the Emergency Drought Response – with the rapidly deteriorating drought situation in the ASAL counties, resulting in the increasing severity and complexity of the ongoing L2 drought response, among others.
Main Responsibilities and Task
The recruited PA on a TA contract will support the Health team to accomplish the following specific tasks related to the Drought Emergency Response, MNH, PHC, ECD, Child Health and Immunization activities: • Provide administrative support for Health section. • Ensuring the timely and accurate recording and administrative processing of national and county governments requests for direct cash transfers (DCTs) and subsequent liquidations. • Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient KPIs management and accountability for results. • Compile and update contact data for Health vendors and contractors in the operational area and support partner registration. • Providing administrative support on the management of Health individual and institutional contracts including invoice processing. • Support management of Health supply and procurement processes and subsequent distribution to the counties. • Support monitoring and tracking the efficient distribution of supplies that are required for effective programme delivery. • Support tracking of Programme Monitoring Visits (PMVs) and Supply End User Monitoring (SEUMs) of the Health section. • Support preparation of travel/field mission plans of the Health section. • Support monitoring of grants’ financial utilization.
Reporting and work relationships
The recruited PA on a TA contract will work under the supervision of the Programme Associate. The PA is not expected to undertake any travel during the contract period.
Minimum Qualifications and Competencies
Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
Experience: A minimum of six years of administrative or programme work experience is required. Prior experience in programme support functions is an asset. Relevant experience with UNICEF or any other UN organization is required.
Language Requirements: Fluency in English is required. Knowledge of another language of the duty station is considered as an asset.
