ORGANIZATIONAL CONTEXT

This job is located in the Regional Bureau for Latin America and the Caribbean (RBP), in Panama City. As part of the Programme Unit, the Resilience and Climate team supports Country Offices in the region to make people and food systems more resilient to climate change and other shocks, in closed articulation with other programmatic areas such as Social Protection, Nutrition and Emergency. The incumbent will work in the Resilience and Climate team and reports to the Programme and Policy Officer (team lead).

JOB PURPOSE

To support the Country Offices and the teams at Regional Bureau in providing effective specialized guidance and technical analyses to policy and programme activities that contributes to building integrated resilience and sustainable food systems. The position will provide technical and programmatic support for efficient planning, monitoring and implementation of resilience-related projects and activities managed by the team, in support of adequate implementation of Country Strategic Plans (CSPs) throughout the region, specifically in activities and projects related to participatory planning tools (e.g. 3PA), asset creation and rehabilitation (e.g. FFA/FFT), promotion of access to markets for smallholder farmers and overall interventions that contribute to building resilient food systems.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical support and assist in the development and implementation of resilience building and food systems activities and processes in response to country offices needs (e.g. guidance notes, tools, methodologies) and in alignment with wider programme policies and guidelines.
  • Provide specialized project management support to specific and/or defined projects and programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • In articulation with relevant internal units, assist the development and conduct the implementation of knowledge management activities, collecting information from different sources (CSPs, Executive Briefs, etc), documenting and sharing best practices to support advocacy of integrated resilience and food systems interventions.
  • Develop and translate visibility and communication materials to systematize lessons learned from project implementation in the region in order to promote concepts and actions of integrated resilience building and food systems with other programmatic workstreams and cross-cutting themes.

  • Prepare a range of reports and data analysis within the technical areas of integrated resilience and food systems, highlighting trends/issues and ensuring that deliverables adhere to corporate standards and quality control.

  • Support the country offices and the Regional Bureau in building capacity of WFP staff, cooperating partners and national government within the specific technical area to improve learning, enhance skills and technical capacities for effective performance
  • Act as a point of contact for queries, technical support and any other requests within the areas of resilience building and food systems, ensuring that activities are aligned with corporate guiding principles and initiatives.
  • Liaise with relevant internal units for effective and articulated support to country offices, as well as implementation and monitoring of ongoing regional initiatives.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • In articulation with Partnership units, identify regional opportunities to engage with private sector for integrated resilience and food systems initiatives. This includes support COs in engaging with other UN agencies, in particular the RBA, private sector, research centres and relevant actors to establish partnerships and collaboration.
  • Other responsibilities, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Language: Spanish and English (Fluency in both oral and written communication)

OTHER SPECIFIC JOB REQUIREMENTS

  • Good knowledge of development programmes and projects in the Latin American context. Experience in International Organizations, NGOs or academia is highly desirable
  • Basic understanding of resilience activities, agricultural development and food systems
  • Ability to compile and process complex data and information, prepare sound reports and visibility material, and communicate effectively with internal and external stakeholders
  • 6 years of experience in relative business stream with experience in general administrative work

TERMS AND CONDITIONS

Based in: Panama City, Panama

Type of Contract: Fixed Term

Level: General Service / level 6

Duration: 12 months.
