The China Country Office Public Partnerships Section engages with public sector partners in China to build and strengthen partnerships to design, finance and deliver development cooperation with the aim to benefit the most vulnerable children in other developing countries and contribute towards the achievement of the Sustainable Development Goals.

How can you make a difference?

We are now seeking a new staff member in the Public Partnerships Section to support the section in implementing activities, allocating and monitoring the use of the programme budget, in coordinating the Harmonized Cash Transfer (HACT), information gathering and monitoring of programme activities as well as administrative tasks.

Under the supervision of the Chief of the Public Partnerships, the Programme Associate will:

  • Ensuring timely and accurate recording and administrative processing of government & partner proposals and requests for HACTs.
  • Carrying out transactions in Virtual Integrated System of Information (VISION) ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.

  • Carrying out transactions in VISION pertaining to grants and program-related items for section including but not limited to registering grant allotments and tracking expiring program grants.

  • Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
  • Helping monitor and prepare periodic or ad-hoc financial reports relating to section activities, including through generating financial reports from system and contacting with related country office Sections if needed.

  • Supporting the section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of communication materials, reports, working papers and presentations of the section.

  • Assist in due diligence of corporate and civil society organizations partners including conducting research, collect information, submit due diligence requests and monitor results.

  • Support the administration of the team by coordinating meetings, taking meeting notes, preparing individual and institutional contracts and related documents; filing documents related to programs; support travel; representing the section in the assigned cross-sectoral task force, and support in ad-hoc translation as needed.

Academic degree requirement

  • Completion of secondary education is a minimum academic requirement. University courses preferably in administrative management, international development, or other related area is desirable.

Working experience requirement

  • A minimum of six years of administrative or relevant work experience is required.
  • Prior experience in public partnerships and/or programme support functions is an asset.

  • Experience in budget management (planning, monitoring, critical review, reporting) is an asset.

  • Relevant experience in a UN system agency or organization is considered as an asset.

Other skills required

  • Good knowledge of spoken and written English and Mandarin.
  • High attention to detail and ability to effectively manage the section’s material resources and monitor its budget.
  • Good analytical skills.
  • Experience using MS Word, Excel, PowerPoint and other organization intranet or software, such as SharePoint.
