JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

• Support Programme Policy Officer in reviewing cash related Field Level Agreements (FLAs) to make the right decision for choice of Cash-Based transfer (CBT) modalities and mechanisms in line with WFP’s transfer modality guidance and take all necessary actions before, during and after the implementation of the activities;
• Support Snr. Programme Associate in analyzing cash transfer cost in WFP Corporate Systems (WINGS) and provide required technical assistances to activity managers;
• Support Programme Policy Officer in developing capacities of WFP and Cooperating Partners’ (CP) staff for cash feasibility analysis, design and implementation, monitoring and reporting of cash activities;
• Conduct field visits to field offices and provide required technical assistances and on-job trainings to CPs and WFP staff;
• Coordinate and communicate with FOs in implementing digital cash transfer by coordination with respective financial service providers
• Act as a secretary of internal Cash working group meetings and provide required assistances to the Co-chair, i.e. meeting arrangement and note taking
• Regular review market price on market dashboard, make comparison between food basket price and current transfer value and prepare required documentation for transfer value revision;
• Review on SoPs for all cash transfer mechanisms and assist program policy officer in developing new SoP and revising/updating existing SoPs as required
• Maintain the track record for CBT related FLAs, beneficiaries and transfer amount and provide information to team members and as required.
• Perform other related duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: • Completion of secondary school education with university degree in business administration, development studies, agriculture is desirable.

Experience: Six or more years of progressively responsible work experience with one year at the lower grade level in programme management relating with cash-based transfers.

Language: Fluency in oral and written communication in Myanmar language. Competency in spoken English is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least six years of professional experience in programme and/or management activities and contributed to the development of programme and/or improved management system of an organization/agency. Additional knowledge and experiences in the following areas is in advantage.

• Has worked with technical teams (i.e. nutrition, VAM, etc.). • Has contributed to implementation of programmes. • Has written articles and has participated in interviews for success stories advocacy. • Has managed large scale programmes and budgets.
