BACKGROUND

WFP Bokhtar Field Office oversees implementation of activities in Khatlon Region, including school meals programme in 24 districts and climate change adaptation programme in 2 districts, (food-for-assets) and emergency preparedness and response activities.

The incumbent is responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. S/he works under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects. Based in Bokhtar, the incumbent reports to the Head of WFP Bokhtar Field Office.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of the Field Office and the overall guidance of the Programme Unit in the Country Office, the incumbent will:

1. Carry out project feasibility studies and assessments at field level when necessary and/or requested by CO; 2. Supervise at the field level the development, management and implementation of resilience-related activities (including FFA and capacity development activities of Green Climate Fund project GCF, Home Grown School Feeding - HGSF and Tajikistan Food Security Safety Net project), plans and processes in Khatlon region; 3. Undertake regular monitoring field visits to project sites including the School-Feeding Program's sites (schools) to collect relevant data for all on-going initiatives in the region; 4. Prepare data analysis and monitoring reports; 5. Oversee the progress of the project activities being implemented by cooperating partners, ensure that the project reports are received in time and quality, and FLA is being implemented as per the plan 6. Prepare project reports, with elaborated recommendations to feed the policy decision making process in the context of climate change adaptation, assets creation and emergency preparedness and preparation in Khatlon region.

7. Carry out any additional duties as requested by direct supervisor and/or CO.

DELIVERABLES AT THE END OF THE CONTRACT: 1. To oversee the Cooperative Partners project implementation partnering with WFP in GCF, HGSF and Tajikistan Food Security Safety Net project): FLAs should be completed successfully. 2. To serve a focal point of SCOPE corporate tool in Bokhtar Field Office: WFP beneficiaries of GCF, HGSF and Tajikistan Food Security Safety Net projectand GFC (Global Food Crisis) should be registered and verified relevantly. 3. Carry out needs assessments at field level when necessary and/or requested by CO; 4. Support the process of building partnership with local stakeholders, including district authorities, POs, and carry out partner assessment and mapping exercises; 5. Support capacity building activities for cooperating partners, local authorities and relevant staff in FO in the fields of resilience building, CBT, food assistance and climate adaptations. 6. In collaboration with M&E unit facilitate the process of establishment of an efficient AAP (Accountability to Affected Population), CFM (Community Feedback Mechanism) as well with gender specialist on Gender, Protection, Accountability to Affected Populations, and Disability Inclusion (GPAAP and DI) in all WFP intervention in Khatlon. 7. In absence of HoFO, act as Officer in Charge of the Field Office.

STANDARD MINIMUM QUALIFICATIONS

EXPERIENCE:

• Minimum 6 years of relevant progressive experience in programme, out of which at least one year in implementation of projects working in the private business sector, government agencies, UN, non-profit national or international organizations. A focus on social and education sphere will be considered as an asset;

• Experience in liaison with national counterparts such as local authorities, state agencies and ministries; • Proven ability to develop and maintain effective relations with counterparts and staff within the office and external stakeholders, including Public Organization and INGO partners, other UN agencies and/or private businesses; • Ability to plan and organize work, resourcefulness, initiative and problem-solving skills.

EDUCATION: Completion of secondary school education. A post-secondary certificate in the related functional area.

SKILLS:

• Good interpersonal skill, sound judgment, ability to extract, interpret, analyze and resolve operational problems, • Ability to work with minimum supervision, strong trouble-shooting and communication skill: • Ability to interpret and analyze a wide variety of programme issues and statistical information for further production/development of accurate and precise records: • Ability to work hard and effectively in emergency situations and under the pressure: strong organizational skills to keep and implement several tasks as per identified priorities.

LANGUAGE: Fluency (level C) in English and Tajik or Russian. Fluency in both Tajik and Russian is an advantage.
