JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Long-standing conflicts between cattle herders and farmers in the border lying areas of Falaba in northern Sierra Leone and Faranah in central Guinea (Haute Guinée) are intensifying with climate change, as water shortages undermine the viability of both herder and crop farmer livelihoods. With increasing numbers of cattle herders migrating from Guinea into Sierra Leone in recent years, the conflict, if left unaddressed, could further escalate, and destabilize both regions.

To address these challenges, WFP in partnership with the International Office of Migration in Sierra Leone and Guinea are to implement a cross-border project supported by the United Nations Peace Building Fund (UNPBF) that seeks to:

  1. Strengthen the efficiency and accountability of institutions and mechanisms as well as cross-border relations that promote peaceful coexistence between cattle herders and crop farmers from border-lying communities in Falaba district and Faranah prefecture;
  2. Strengthen social cohesion, trust and economic collaboration in the same communities through climate-smart livelihoods and herder and farmer cooperation; and
  3. Improve cross border management capacities between Sierra Leone and Guinea through collecting and using data to develop evidence-based policies that mitigate conflicts among and between communities in the border area.

Under the direct supervision of the Programme Policy Officer (UNPBF) and in close consultation with the WFP Makeni Head of Sub-Office, the Programme Associate will be responsible for monitoring and supervising implementation of project activities and collecting data for accurate reports. Specifically, the Programme Associate will perform the following tasks:

KEY ACCOUNTABILITIES (not all-inclusive)

1. Field- Coordination

  • Support coordination with district-level government partners and local stakeholders to ensure timely and quality implementation of the project at field level.
  • Work in close coordination with the Ministry of Agriculture and Forestry (MAF) at district level to ensure timely and quality implementation of planned agricultural livelihood activities in alignment with the seasonal calendar.
  • Work in close coordination with the International Organization for Migration (IOM) at field level to ensure an integrated and timely approach to programme implementation, ensuring that any challenges faced are flagged and addressed.
  • Work in close coordination with the NGO Cooperating Partner (CP), Talking Drums Studio at the field-level, ensuring strong integration with WFP’s livelihood activities.
  • Perform other related activities as requested.

2. Programme Implementation

  • Support the assessment and identification of viable asset creation sites to develop with food assistance.
  • In collaboration with MAF, assist the identification of Community Youth Contractors and lead farmers that can drive change in their communities.
  • Monitor and review food deliveries, storage, transportation and distribution at the designated sites and verifying if the amounts received have been properly recorded, damaged or suspected to be damaged.
  • Supervise the efficient distribution of food/cash and non-food items at the site and ensure proper distribution of entitlements, verifying that appropriate entitlements are distributed.
  • Implement Community Based Participatory Planning (CBPP) processes, supporting documentation, dissemination to partners and quality implementation.
  • Oversee the delivery of trainings to beneficiaries, ensuring quality implementation.

3. Monitoring and Reporting

  • In collaboration with WFP Monitoring and Evaluation (M&E) unit, undertake weekly monitoring of project activities and ensure that these are effectively documented, and lessons learned incorporated into the project cycle.
  • Compile monthly monitoring data into a monthly report to be shared with the Programme Policy Officer to track project progress against the approved Integrated Results Framework (IRF).
  • Support compilation of quarterly and annual project narrative reports to UNPBF.
  • Closely monitor project expenditure to ensure that it is aligned with the approved project budget.
  • Collect case studies, to showcase the impact of the project UNPBF, donors and the public.

STANDARD MINIMUM QUALIFICATIONS

Education: A university degree or high-level Diploma supplemented by courses in; General Agriculture, Rural Development; Sociology; Development Economics; etc. A qualification in the design of land development, irrigation and IVS development is an added advantage.

Experience: A minimum of five years of progressively responsible experience, with proven success in effectively implementing projects in challenging rural contexts.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
