Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education.

OBJECTIVES OF THE PROGRAMME

The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories and areas, by supporting them to reach national health goals and contribute to global and regional public health action. The WHO in countries, territories and areas, supported by all levels of the Secretariat, lead the work of the WHO offices which are the main platform for delivering WHO's technical cooperation.

The programme support team of the Country Office ensures the effective delivery of good country support through provision of support on programme planning and management, results-based budgeting, administrative support for implementation and monitoring of collaborative programmes across different technical areas and communication in order to achieve the following objectives:

  1. Support on the implementation of WHO collaborative programmes.

2. Application of the renewed results-based managerial framework of WHO through programme development and implementation of WHO's programme of cooperation with countries in the Region.

3. Support the promotion of technical cooperation between WHO and the Ministries of Health, other UN agencies and external partners and stakeholders.

4. Support the division and units in the application of the Global Management System (GSM) in respect of supporting collaborative programmes, resource mobilization and communication.

DESCRIPTION OF DUTIES

Under the supervision of the Programme Management Officer (PMO) and guidance of Head of the WHO Country Office, Cambodia, the incumbent will perform the following duties:

  1. Assists in the development and monitoring of the Cambodia programme workplans, coordinate programme budget management for country implementation activities, collect information, review and revise project documentation and workplans as required;
  2. Monitors and updates information relevant to programme budget flows in the GSM system and Contributor Engagement Management (CEM) to ensure effective programme budget allocations and disbursement at the country level (award end-to-end);
  3. Assists in data collection from the GSM system for review, analysis and preparation of periodic internal reports for senior management at country office and regional office alongside official development assistance (ODA) reports to the Council for the Development of Cambodia (CDC), Ministry of Health, Ministry of Foreign Affairs and International Cooperation of Cambodia and other relevant ministries as required;
  4. Organizes data, prepares and maintain records and filling systems, documents and controls plans for the monitoring of projects/programme implementation and activities;
  5. Assists in the implementation of programme budget and workplan for assigned technical areas in conformity with the WHO financial rules and policies for the provision of short-term consultant through Agreement of Work (APW), Direct Financial Cooperation (DFC) and others related activities;
  6. Monitors active encumbrances, open Purchase Orders (POs) and DFC reports, due and outstanding deliverables and follows up with administrative colleagues to ensure compliance with deadlines;
  7. Assists the PMO and Programme Administrative Officer (PAO) with human resources issues related to management and budgeting.
  8. Participates in meetings, together with the WR and/or PMO, with relevant government departments and institutions on programme management issues and take notes as the basis for the minutes of the meetings;
  9. Prepares, drafts, letters and other communication with government and other partners to facilitate cooperation with WHO Cambodia and elsewhere in the organization;
  10. Participates in the briefing and debriefing of project personnel by providing orientation and guidance to the programme staff and relevant personnel of the Ministry of Health, Cambodia on the WHO programme management procedures and guidelines related to the implementation of programme budget and other project activities as and when required;
  11. Liaises with relevant administrative assistants of government counterparts, UN agencies, development partner organizations and other community stakeholders as required;
  12. Occasionally replaces senior administrative and other programme secretaries during their absences, as coordinated with the PMO; and
  13. Perform other related duties as required.

Education

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 21,116 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
