JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate with the SO Managers and Activity Managers in managing, planning, monitoring and utilization of grants for FLA budget and Cash-based transfer.
  • Create and release service outline agreements (SOA) in WFP corporate financial system WINGS for the signed FLAs with cooperating partners (including cash-based transfer value, food distribution agreement and cash distribution agreement).
  • Create and release Purchase Requests for Cash to beneficiary (PRCB), cash distribution agreements (PODA) and competitive services (POCS) in WINGS for the signed Field Level Agreements (FLA) with cooperating partners.
  • Coordinate with Procurement unit to create and changes of Purchase Order-Cash to beneficiary (POCB).
  • Create Down Payment and coordinate with Finance for cash replenishment for cash to beneficiary advance request endorsed by sub-offices.
  • Perform timely recognition of expenses in WINGS for beneficiary’s cash collection with cash distribution records endorsed by sub-offices.
  • Perform timely recognition of expenses in WINGS for cooperating partners’ monthly distribution claims and process cooperating partners’ payment requests endorsed by field-offices in accordance with distribution records for both food and cash modalities.
  • Provide the cash forecast to Finance unit on monthly basis and weekly basis for Cooperating Partners’ Cash to Beneficiary and Operational Cost under Field Level Agreement.
  • Prepare, update and provide fund utilization report, consolidated associated cost report and information related to partners upon requests of functional units and Strategic Outcome Managers.
  • Prepare commodity value statement in quarterly basis for requested cooperating partners.
  • Create and release Purchase Requests for cooperating partner operational advance payment request (30%) in WINGS for the signed FLAs with cooperating partners.

Administrative support – create down payment for operational advances of CO programme units upon request Assume the following alternate responsibilities among the FSU team:

  • Take responsibility of Invoice Tracking System (ITS) for monthly CBT transfer value (in the absence of Business Support Assistant)
  • Maintain the vendor information for cooperating partners’ updated organization information and detail banking information (alternate to CP payment focal point)

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education with post-secondary certificate in the related functional area and training/courses in partnership, fund and financial management.

Experience: Minimum 6 years of progressively responsible experience and at least one year was closely related to financial management.

Knowledge & Skills:

Knowledge of humanitarian assistance and development practice.

General knowledge of UN system, policies, rules, regulations and procedures governing administration.

Knowledge of the political, economic and social situation in Myanmar.

Training and/or experience utilizing computers, including Microsoft window software and other standard WFP software packages and systems.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
