ORGANIZATIONAL CONTEXT
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.
JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Technical support to the Cooperation Partners (CPs) and Community Based Organisation (CBOs) to develop community based Cash and Food for-Asset (FFA) proposals;
- Facilitate project proposal review committee meetings at sub office level, guide and support sub office on technical and budget issues and take the lead on project reviewing process;
- Provide technical guidance to CPs and communities during monitoring visits;
- Ensure all FFA partners possess sufficient technical capacity through conducting capacity building needs assessments, organisation of technical training and exchange visits and joint monitoring visits;
- Provide technical inputs to monthly FFA technical group meetings as well as quarterly steering Committee meetings at the state level;
- Actively lead and organise technical trainings on Community Based Participatory Planning, and other technical disciplines to the government, CPs, CBOs, and leading farmers;
- Monitor FFA project implementation throughout the project cycle to ensure proper implementation of project activities as per the guidelines and standards including:
- Oversee targeting processes to ensure it is done according to WFP’s FFA standards;

- Conduct regular monitoring visits to project sites during and after the project implementation period;
- Analyse monitoring results, propose corrective actions to the CPs and follow-up with these action points;
- Timely submission of monitoring reports
- Monitor and track FFA food pipeline and distribution including preparation of monthly Distribution Plan (DP) and monthly distribution reports as well as analysis of these reports;
- Document and disseminate success stories and lesson learnt;
- Compile the progress and achievements of FFA project for various reporting requirement including periodic FFA progress reports, FFA input for sub-office weekly sitrep and FFA input to SPR and other donor reports,
- Represent WFP in meetings on technical matters related to FFA;
- Maintain good partnership with CPs, State Government counterpart, CBOs and others stakeholders’ coordination work include.
- Monitoring of WFP supported field technical team consisted of representatives of various relevant state ministries, also ensure full accountability of WFP’s financial support to this team; and

- Ensure that State level steering committee and Technical Working Group meetings are held periodically;
- Maintain technical –level partnership with any other relevant partners including FAO;
- Arrange field visits for various mission as needed;
- Prepare NFIs requirements based on the projects in the state and compile NFIs distributed to the partners;
- Perform other job related duties as assigned.
