A. ORGANISATIONAL CONTEXT

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

Under Strategic Outcome 4 of the Country Strategic plan in The Gambia, WFP supports Food-insecure smallholder farmers and communities by enhancing their livelihoods and resilience that better meet their food security and nutrition needs all year round. This involves providing support in construction of food processing and storage facilities, improving hygiene at processing sites, asset creation through cash for work construction activities, soil conservation, and prevention of salt water intrusion in arable land, among other interventions.

JOB PURPOSE:

Under the supervision of the Head of Programme, and technical guidance from WFP MSD Engineer Unit, the Programme Associate (Engineering and Asset Creation) providing support and technical analysis in engineering and asset creation activities, overseeing and reviewing construction services and various projects across the country based on specific timelines and action plans, managing relationships with various vendors, as well as contributing to the cost-effective and timely delivery of agreed-upon results for each project.

B. ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  1. Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP procedures, guidelines and operations.
  2. Provide construction and project management services, apply engineering best practices, standards and innovative technologies that comply with WFP standards and processes.
  3. Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility
  4. Support in the collation of data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
  5. Coordinate, monitor and process administrative actions related to procurement, finance, human resources, etc., including contracts with external vendors, to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues addressed; and provide technical guidance to support a successful construction procurement process.
  6. Provide support in technical design or review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies to facilitate implementation of innovative engineering solutions.
  7. Support the capacity building of staff to facilitate continued development and high performance.
  8. Support in technical feasibility studies, conduct engineering site assessments of WFP facilities, and develop remedial plans to ensure suitability to operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria and standards.
  9. Support in the preparation of site assessment reports, BOQs and schematic drawings, and establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
  10. Oversee and review all construction works at sites to ensure compliance with specifications and approved drawings, including managing Quality Assurance and Control procedures, and management of risks at construction projects.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Have a minimum of six years of experience working with an engineering team especially in construction site supervision.
  • Has contributed to the technical design of small and mid-size construction projects.
  • Has provided coaching or training to new staff members within area of expertise.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in civil engineering or Architecture (Diploma).

Language: Fluency (level C) in English language.
