BACKGROUND

WFP’s vision is that people in the Kyrgyz Republic will have substantially increased access to national social protection systems that safeguard and foster their ability to meet their food security, nutrition and associated essential needs, and to manage the risks and shocks they face, with ample opportunity to graduate from poverty and contribute to sustainable food systems, national disaster risk management efforts and social cohesion.

WFP, the second largest UN agency in the Kyrgyz Republic, will support and promote the inclusion of people with diverse and often intersecting vulnerabilities and inequalities, by supporting nationally led social and civil protection systems and programmes (strengthening the government’s ability for anticipatory action and ensuring that no one is left behind) and by modelling new approaches within complementary WFP interventions (which can be adopted or transitioned), leveraging WFP’s global expertise in promoting healthy diets and sustainable food systems, climate risk management, warehousing, food safety, smallholder market access and innovations such as private sector-oriented solutions, micro-insurance and digital public goods.

PURPOSE OF THE ASSIGNMENT

To provide technical support and quality assurance for implementation of construction and infrastructure works to projects implemented under the Country Strategic Plan for 2023-2027 related to asset creation and rehabilitation, disaster risk reduction and climate change adaptation, provision of school meals and other technical assistance to government and development partners.

Supervision received: Under the direct supervision of the lead Programme Associate (Engineer) and with guidance from the Head of Programme, the Programme Associate contributes to engineering services in the WFP Kyrgyz Republic Country Office ensuring their effectiveness, transparency and integrity. The Programme Associate promotes a client, quality and results oriented approach in the Unit.

The Programme Associate works in close cooperation with Strategic Outcome managers of the Programme unit, Finance, Administration, Budget & Programming, Supply Chain and other relevant units within Country Office and Sub-Office, other UN Agencies, cooperating partners and WFP Regional Bureau and Headquarters’ engineering staff in resolving engineering-related issues and contributing to information delivery.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

  1. Provide technical support and assist in the development and implementation of various engineering activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized engineering project management support to different programme areas to ensure that the various engineering activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the engineering area of responsibility, prepare a range of reports and data analysis and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of data within the engineering area of work and consistency of information presented to stakeholders.
  5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing engineering project activities.
  6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate engineering assessments and to ensure efficient delivery of engineering projects.
  7. Support the capacity building of WFP staff, cooperating partners and national government related to engineering activities.
  8. Act as a point of contact for resolution of a range of operational queries and problems within a engineering area of responsibility.
  9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  10. Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  11. Perform any other duties assigned by supervisor, head of unit or WFP higher management.

OTHER POST REQUIREMENTS

  1. Contribute to engineering assessments for assigned projects to determine the engineering measures required to implement the construction and infrastructure works required by different programme activities.
  2. Ensure engineering documents related to the assigned projects are prepared in consultation with country office, sub-office, HQ and Regional Bureau engineers and observing the required methodologies
  3. Present engineering assessments related to the assigned projects at meetings with representatives of relevant government and development partners, representatives of district administrations and local authorities and other stakeholders.
  4. Based on engineering assessments and analysis and in consultation with requesting units, support development of budgets for assigned projects.
  5. Carry out field missions for monitoring and quality assurance tasks of the ongoing construction and infrastructure works, including supervision of contracted vendors and partners and data entry to relevant digital systems and applications, as approved by supervisor and in line with organization travel procedures.
  6. Support development of technological specifications, drawings for rehabilitation and improvement of infrastructure facilities using digital applications and other tools, to enable tendering and procurement activities to be carried out in timely manner.
  7. Contribute to analysis and assessment of asset construction and rehabilitation project proposals submitted by requesting units and partners.
  8. Support analysis and update of asset construction and rehabilitation labor work norms as needed.
  9. Hand over and/or present engineering recommendations on completed works for further maintenance and improvement works of the assigned projects.
  10. Collaborate with relevant local and regulatory authorities on any issues related to the implementation of the project.
  11. Follow the current construction and sanitary standards of the Kyrgyz Republic to ensure compliance for quality of the materials, work norms and work processes
  12. Provide regular and ad-hoc reports related to project implementation in line with relevant project requirements.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Experience working under supervision on varied design and construction projects and taken responsibility for assigned work elements;

• Experience of contributing to projects demonstrating knowledge of engineering specialisations in relation fire safety, seismic blast or environmental requirements considered an advantage;

• Experience in monitoring, construction, repair and restoration works related to catering and sanitation (including toilets and showers) is considered an advantage;

• Experience in construction and infrastructure projects related to civil engineering, agriculture, community assets, utilities considered an advantage;

• Knowledge and understanding of public sector tender and procurement processes in Kyrgyz Republic;

• Experience of using computer programs to prepare engineering documents and technical specifications (including, but not limited to, MS Excel and Word, Powerpoint, Visio. AutoCAD or other CAD-software is considered an advantage).

• Work experience in public sector or International Organizations is desirable;

Education: Completion of secondary school education. A post-secondary certificate in the related functional area, with internationally recognized certificates in construction and engineering and further university education an advantage.

Language: Fluency (level C) in both oral and written communication in English and proficiency in the duty station’s language(s) (Russian and/or Kyrgyz).
