Located in the mountainous southern region of the Caucasus, Armenia is ranked among the 60 most disaster-prone countries in the world and is further impacted by the conflict dynamics since the early ‘90s. To that, the geopolitics of Armenia and its neighboring countries resulted in the closure of two out of the four borders of the country, leaving open only the northern and southern corridors with Georgia and Iran respectively, thus further challenging humanitarian responses in case of shocks. Over the past decade, the country has been experiencing macroeconomic progress and structural reforms, but progress has not been evenly distributed within the Armenian society. Armenia is a small country and economy, and is overall highly vulnerable to external shocks for example the increased global food prices have driven food prices up in Armenia, increasing the food insecurity levels to 30% of the population.

A large majority of the population in Armenia has been impacted by COVID-19 pandemic, in particular the low- and marginal-income groups. The situation was further exacerbated due to the escalation of the conflict in and around Nagorno-Karabakh (NK) in 2020, resulting in an inflow of spontanous arrivals from NK. The recent earthquakes and after shocks in the region, is an additional reminder of the risks of natural shocks, which can lead to urgent needs for swift humanitarian response.

As a preparedness measure, the CO has identified the need for establishing an emergency roster for Programme Associates, so that in the event of urgent crisis, staff can be deployed urgently to provide emergency assistance

How can you make a difference?

In this position, you will have to:

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work related to emergency response supporting alignment with wider programme policies and guidelines.
  • Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets in the context of emergency preparedness and response following WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to support effective collaboration, coordination, implementation and monitoring of ongoing project activities.
  • Coordinate and communicate with affected populations, local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Other related duties as required.

To join us in saving lives, changing lives, you will need to have...

Education: Completion of secondary school education. A post-secondary certificate in International Affairs, Political Science, Economics, Statistics, Information Management or Journalism, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance is desirable.

Experience: At least 6 years of experience in a relevant field of work, including contribution to implementation of programmes, observance, or assistance with policy discussions activities for an NGO, government institution, UN Agency.

Knowledge & Skills****: Strong analytical, written and oral communication skills, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines. General knowledge of UN system policies, rules, regulations and procedures is desirable.

Languages: Fluency (level C) in English and Armenian languages. Working knowledge (level B) of Russian language is desired

The successful candidate will have to be vaccinated against the COVID-19 to be able to perform his/her duties. The UN strongly recommends UN personnel, and their dependents receive a COVID-19 vaccine that has been approved by WHO.

Note: the position is open to Armenian nationals and individuals eligible to live and work in Armenia.

No appointment under any kind of contract will be offered to members of the UN Advisory Committee on Administrative and Budgetary Questions (ACABQ), International Civil Service Commission (ICSC), FAO Finance Committee, WFP External Auditor, WFP Audit Committee, Joint Inspection Unit (JIU) and other similar bodies within the United Nations system with oversight responsibilities over WFP, both during their service and within three years of ceasing that service.

Successful applicants will be included into WFP Armenia Office Experts Roster for the period of 1 year. Entry into the expert roster system does not necessarily mean that a contract with WFP is guaranteed. This will depend on forthcoming needs. Where a request for services arises, the WFP Armenia will share specific Terms of Reference (TOR) outlining the required services, outputs for that assignment with the candidates successfully passing the competitive selection process.
