Programme Associate

Organizational Setting and Work Relationships The Programme Associate would normally receive guidance from more senior programme staff in the operation/bureau/division. S/he may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments.

The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties - Support the assessment and analysis of the needs of persons of concern in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities related to programme management if applicable. - Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. - Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. - Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports. - Support the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. - Contribute to the review and analysis of operations plans, mid-year and year-end reports of the different UNHCR offices, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis. - Follow up on any change in regards to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality. - Follow up with UNHCR offices the compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits. - Provide support to the field through technical advice and training on resource allocation processes and other programmatic issues. - Use UNHCR's corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis. - Support UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s). - Perform other duties as required

Organizational context

The position is in the Global Mobility and Infrastructure Service (GMIS) within the Division of Financial and Administrative Management (DFAM). DFAM contributes to safeguarding the financial resources entrusted to UNHCR by maintaining and improving the financial and administrative systems, policies, and procedures and promoting cost-effective and transparent use of these resources. In the context of regionalization, decentralization, and further HQ realignment; the Global Mobility and Infrastructure Service was created by merging sections previously located in different divisions. DFAM is, hence, hosting new functions.

The position

DFAM is looking for a Programme Associate (Digital Engagement Designer) -Temporary Appointment, based in Budapest, to support GMIS on its digital presence and engagement, related to the establishment of new services and various key projects. The Programme Associate (Digital Engagement Designer) will focus mainly on supporting the DFAM communication strategy, boosting its communications, visibility, and digital presence through the UNHCR Intranet, SharePoint, Viva Engage, UNHCR website, and social media.

Under the supervision of the Associate Communications Officer, GMIS/DFAM, the Programme Associate (Digital Engagement Designer) will plan, develop, design, edit, publish, and update DFAM/GMIS messaging and digital content on various digital channels and platforms. She/He will work with GMIS staff and liaise closely with colleagues across the divisions, in particular with the Digital Workplace and Knowledge Section (Intranet).

The ideal candidate is a team-spirited and skilled IT specialist on web design and digital engagement who will support GMIS in the development and dissemination of its communications through digital channels and online communities, monitoring its functioning and performance, as well as measuring engagement and outcomes.

Duties and responsibilities

Contribute to achieving the objectives of the GMIS design and communication team through:

· Enhance GMIS’s digital presence and increase UNHCR brand awareness. Develop intranet pages and related communications materials to support GMIS, including the Greening and Sustainability, Travel, Fleet, and Global Infrastructure Teams.

· Contribute to the dissemination of GMIS services and initiatives and enhance their visibility by leveraging the use of available internal and external digital channels.

· Oversee and manage GMIS’s digital presence, including but not limited to UNHCR intranet, SharePoint sites, and Viva Engage communities. Monitoring comments to ensure that GMIS's reputation is not damaged.

· Create new sites and content, or update existing ones, to effectively engage with the targeted audience and reach maximum impact. UNHCR intranet sites are currently authored with Adobe Experience Manager.

· Enhance intranet user experience, identify ways to improve its functionality, and track and analyse its performance by using Google Analytics and other available tools.

· Contribute to the development and implementation of GMIS teams' digital engagement and social media communication strategies.

· Support GMIS teams' communication strategies and support them in meeting their objectives in accordance with the Global Internal Communications Strategy and UNHCR Brand guidelines.

· Assist the Communications Officer with a variety of graphic design tasks.

· Review existing content to identify areas for improvement. Regularly and proactively provide ideas for communication initiatives.

· Provide similar support to other sections and perform other duties if required.

Essential minimum qualifications and professional experience

Academic qualifications:

University degree or postgraduate diploma in web development and editing, graphic design, communications, UX/UI, IT, computer science, community management, systems engineering, information, media, or related fields.

Requirements and skills:

  • Command of Adobe Creative Suite (Mainly: Illustrator, Photoshop, InDesign and After Effects), Canva, CSS, HTML, UX design, and website accessibility standards.

Fluency in English is required. Knowledge of another UN language is an asset.


  • Experience with content management software, search engine optimization and website analytics software.

  • Experience in social media, community management, O365 tools, including SharePoint and Viva Engage.

  • Knowledge of digital marketing tools and methods.

  • Experience on Google suite of tools, specifically Analytics and email service providers (e.g., Mailchimp).

  • Experience in communication, advertising and design agencies.


The Temporary Appointment is for six months, with the possibility of extension for an additional six months. It is a full-time role with working hours starting from 9.00 am to 6.00 pm Monday to Friday (40 hours per week). This is a general local position and is therefore only available to nationals of Hungary or current residents in possession of a valid permit.

Additional information: Candidates must be legally present in Hungary at the time of application, recruitment and hire.

For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher. NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements

Remuneration: In case of appointment, a competitive compensation and benefits package is offered. G6 - Salary range: NET 587,586 HUF - NET 688,996 HUF.

Benefits: Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
