ORGANIZATIONAL CONTEXT

Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world.

The overall objective of WFP in Mozambique is to support the government in achieving Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Mozambique strives to meet the needs of the beneficiaries it serves with the most effective support, be it in-kind food, cash, vouchers, or a combination of all three.

The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity, and violence, leading to significant displacement, an increase in protection-related issues, disruption of livelihoods, and lack of access to basic services. Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region. In March 2020, the attacks escalated significantly and show no signs of abating with thousands of civilians have been killed and approximately 700,000 people have been internally displaced since the outbreak of the violence in 2017. As this conflict and displacement has become protracted, the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs who tend to take shelter in the homes of host families. IDPs remain in dire need of humanitarian assistance, placing additional strain on community resources and already chronically poor host families.

JOB PURPOSE

As the Mozambique Country Office shifts from paper to digital systems, including in registration, payment instruments, and instructions, there is a need to increase capacity within the country office, name in the CBT team, and support the Social Protection and Emergency interventions, to implement, analyze and report on data flows linked to CBT operations from beneficiary identity, even for short term interventions, through to reconciliation of payments even with a variety of payment instruments.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Information Management, information systems, or related field or a First level. University degree in any of these fields combined with three additional years.

Experience:

• At least three years of progressively responsible professional experience in data science.
• Demonstrated interest and/or experience in humanitarian and development work
• Specific experience in the design, set-up, and implementation of data systems.
• Proven capacity to support data and digital strategies in complex operational environments.
• Demonstrate ability to generate dashboards based on information key for analysis and operationisation of complex programmes.

Technical Skills & Knowledge:

• Good understanding of Data Science.
• Good understanding of operational programme data needs in complex environments.
• Good understanding of CBT programming and reporting

Language: Fluency in oral and written English, and Portuguese.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the Head of the BIM Unit the Data analyst/ architect will work on the following:

Beneficiary data management for all Tier 1 beneficiaries:

• Support the definition and roll out CBT data management for the Mozambique Country Office CBT unit based on: • Mapping of data flows and existing systems within WFP CO and SO on beneficiary information (identities, enrollment, payment, reconciliation and monitoring) and with external databases (in particular linked to Social Protection) • Identify key information for reporting and analysis. • Establish/ advise/maintain secure data repositories and secure data sharing platforms that provide the means to upload and access beneficiary information from various sources and receive reports from partners and FSPs for reconciliation and reporting, including defining access and user roles. • Manage a data management process including secure and accurate data flows that can take into account multiple programmes, modalities, distribution cycles, sources of information, and external partners. • Generate reports including Monthly Payment List Memo, Reload Memo (where relevant), Reconciliation Memo (for all modalities) and any other reports based on programme need. • Deduplication: based on existing data and processes, assess deduplication needs (for both internal and external/government lists), and support the Field Offices in the deduplication and adjudication processes. • Support with the development of a process/ SOPs for data integration with key external databases. • Support with technical inputs to the country office digitization strategy, which includes supporting efforts to ensure interoperation ability between WFP MIS (SCOPE), and government owned platforms • Support in other data analyst tasks for the vulnerability based targeting data collection, data management and data verification exercises and the large scale biometric beneficiary registration exercise for Northern Mozambique.

Payments:

• Support the CBT Team and adapt it to the different Payment Instruments being used throughout the country as relevant and needed. • Liaise with the Financial Service Providers to ensure secure file transfers and follow up on issues related to beneficiary payment lists and transactions. • Advise on any additional design work, in particular regarding integration with other systems. • Deploy to Field Offices as needed to support development of key CBT Data Processes
