ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education: Do you have a degree on a relevant field such as Psychology, Administration or Human Resources Management; specialized training or certifications in areas such as project management, partnership management or capacity building can also be beneficial. Language: Fluency in both oral and written communication in English and Portuguese Languages.

Experience :At least 6 years of progressively responsible professional experience in humanitarian and programme and partnership functions.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has facilitated communication with Programme technical teams (i.e. nutrition, VAM, etc.). • Has contributed to implementation of training programmes. • Has observed or assisted with policy discussions.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

1. Consolidate across units training plans for Cooperating Partners (CPs), per implementation period and track all training delivered to Cooperating Partners; 2. Develop training materials related to partnership and Field Level Agreements (FLAs) for CPs and Field Offices (FOs) (i.e. unpacking Field Level Agreements (FLA) clauses, Anti Fraud and Anti Corruption (AFAC) policies, budget monitoring and cost allocation, etc. 3. Organize and support facilitating capacity building activities such as workshops and trainings on partnerships for Field Offices (FOs) programme staff, FLA , Focal Points (FP) and CPs; 4. Undertake field visits to FOs to provide guidance and support on partnership management as well as general WFP programme operations; 5. Coordinate, plan and provide guidance to Field Offices and CPs on regular CP’s capacity assessments and performance evaluation using established Key Performance Indicators (KPIs); 6. Organize quarterly Country Office Cooperating Partners meetings and ensure that follow up actions are met. Additionally, follow up to ensure that Field Office’s CPs coordination meetings are adhered to and that reports of such meetings are circulated; 7. Providing support during reviews of performance of partnerships by the partners and WFP, providing analysis and trends at the end of every implementation cycle; 8. Providing unit’s trends of efficiency of the different processes (i.e. claims processment, FLA/Letters of Understanding (LoU) endorsement, Cooperating Partners capacity assessment, Cooperating Partners selection and performance evaluation)
