BACKGROUND
WFP Tajikistan’s five-year Country Strategic Plan (CSP) 2019 – 2024 focuses on supporting national social protection and safety nets, nutrition, resilience-building and disaster risk reduction, aligning WFP’s support to national priorities and in synergy with the action of other partners. By means of the CSP, WFP is undertaking a strategic shift from direct implementation to enabling and strengthening capacities of national and sub-national institutions to deliver on their food security and nutrition priorities. WFP activities support the achievement of Sustainable Development Goal 2 (Zero Hunger) and 17 (Partnerships for the Goals). The geographic scope of WFP Tajikistan operations encompasses the entirety of the country. In addition to the country office in Dushanbe, WFP has field offices located in Bokhtar, Gharm, Khorog, and Khujand to oversee operations in those specific regions.
While the CSP has five Strategic Outcomes (SO), it is SO3 that links to climate change adaptation and resilience, with the aim being “Targeted food-insecure communities in areas vulnerable to climate change have increased their resilience to shocks by 2024”. Under Strategic Outcome 3, WFP strengthens rural communities’ resilience to recurring shocks and rehabilitating community assets and contributes to alleviating and mitigating environmental degradation and its consequences through climate change adaptation activities in support of rural communities that are dependent on land for their livelihood and food.
There are numerous projects under SO3 however the cornerstone is the Green Climate Fund (GCF) supported 4-year project titled “Building climate resilience of vulnerable and food insecure communities through capacity strengthening and livelihood diversification in mountainous regions of Tajikistan”. The project takes a transformative approach to ensure food security and support communities to adapt to climate change through capacity strengthening and awareness raising of food insecure climate vulnerable communities and national actors for enhanced rural resilience and food security, and resilience building at household and community level through diversification of livelihoods and improved market access.
JOB PURPOSE
The above described initiatives require enhanced capacity at the country office level and strong programmatic support within the Climate Change Adaptation and Resilience Building (CCARB) team. The Programme Associate – SC6 (CCARB) will perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of CCARB activities, including but not limited to GCF.
ACCOUNTABILITIES & RESPONSIBILITIES (not all-inclusive)
The Programme Associate will be based in the WFP Tajikistan Country office, Dushanbe, and will work in close collaboration with relevant units in the country office as well as divisions of WFP at regional and headquarters level.
Working within the CCARB team and reporting directly to the National Programme Officer, NOA, (CCARB), the incumbent is expected to perform the following duties and responsibilities:
- Support WFP programme teams in identifying and incorporating climate (risk) indicators and climate services into food security monitoring systems and other WFP programs.
- Review climate information provided by Hydromet (national meteorological services), aligning it to requirements of radio, SMS and intermediaries as delivery mechanisms.
- Suggest to Hydromet other climate products required for the program based on beneficiaries’ feedback.
- Facilitate Participatory Integrated Climate Services for Agriculture (PICSA) methodology in targeted communities in collaboration with government and other stakeholders.
- Facilitate establishment of locally relevant delivery mechanisms for the provision of tailored climate and weather information through relevant ICTs identified, in collaboration with government and other stakeholders.
- Support WFP Tajikistan in integration of issues related to climate change and adaptation into national level policy processes.
- Strengthen community based early warning systems, by working closely with Hydromet and other relevant partners to include climate forecasts and seasonal monitoring.
- Support the preparation of relevant project proposals to be submitted to specialized and non-specialized climate funds.
- Ensure financial and narrative reports from cooperating partners follow WFP guidelines and transfers to beneficiaries are conducted in a timely manner.
- Support writing of technical reports related to Green Climate Fund (GCF) Component I based on field missions, assessments, and desk reviews.
- Support coordination of effective and efficient implementation of Climate Change Adaptation activities that support food security.
- Ensure identification of pilots of innovative resilience building projects and ensure lessons learnt and best practices are documented and widely shared.
- Analyse and share the lessons learnt from relevant climate change and resilience projects within the wider stakeholder community at national level to support greater capacity building.
- Support general GCF Programme implementation.
Cross-cutting
- Support the implementation of the WFP Tajikistan CSP through ensuring cross-cutting efforts such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability, and capacity development, are integrated throughout the portfolio and to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities.

QUALIFICATIONS & EXPERIENCE REQUIRED
Desired experiences and skills for entry into the role:
- At least 3 years of relevant professional experience in development, government aid programmes or other related fields.

- Advanced understanding of climate science and how climatic information products and services are produced, including climatic and meteorological forecasts and models, geographic information systems and remote sensing.
- Experience with community-based participatory planning approaches.
- Behavioural competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.
Education and Experience:
- University degree in geography, environmental science, earth system science, climatology, meteorology, disaster risk management or related disciplines.
Languages:
- Fluency (level C) in oral and written English is a requirement.
