JOB PURPOSE
In response to this large number of Syrian refugees, WFP currently provides general food assistance (GFA) through Cash-based Transfers (CBT) to almost 500,000 UNHCR-registered Syrian and Non-Syrian refugees in Jordan. The implementation of the CBT programming is supported by substantial analytical effort, including regular vulnerability assessments of Syrian refugees, market and financial assessments, cost efficiency and effectiveness analysis, targeting and validation exercises and continued monitoring and evaluation. Strengthening the programme partnerships with the Government of Jordan, local entities and national institutions has also become part integral part of the current and future programme strategy, namely the recently signed partnership with the National Aid Fund (NAF), the largest governmental social safety nets stakeholder in Jordan. This partnership aims at providing Technical Assistance on CBT programming to NAF in view of their ongoing efforts to digitalize their payment system.
CBT Unit requests to hire a Programme Associate responsible for the Capacity Strengthening portfolio. The Staff Member will be responsible to oversee the work on digital payments enrolment, payments systems developments/upgrades, relationships with governmental entities and World Bank, on-the-job training to governmental staff provide advisory support to her/his Supervisor and Country Office Management on CBT programming.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Provide technical support and assist in the development and implementation of various activities and processes within the area of digital payments, the main area of work. 2. Provide specialized project management support to specific and/or defined programmes to ensure that the various capacity strengthening activities with governmental entities are performed within the established targets following WFP’s policies and procedures. 3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. progress reports, lessons learned reports, standard operating procedures, performance, etc.) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control. 4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders. 5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities. 6. Coordinate and communicate with service providers, UN Agencies, World Bank and government institutions to perform accurate analyses, to support the policy definition and to ensure efficient delivery of Technical Assistance. 7. Support the capacity building of governmental staff within the specific technical area of digital payments. 8. Devise a range of training and informational material on a need’s basis surrounding payment digitization 9. Act as a point of contact for resolution of a range of operational queries and problems within the specific technical area of responsibility. 10. Ability to trouble shoot any issues that arise within the payments lifecycle and escalate technical issues accordingly. 11. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. 12. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. 13. Contribute to Social Protection Technical Assistance’s policy definition.
STANDARD MINIMUM QUALIFICATIONS

• Understands basic technical concepts and data and their relevance to digital payments and technical assistance programmes. • Displays capacity to provide inputs into the development, implementation and realignment of high quality capacity strengthening/technical assistance programmes. • Understands and applies basic principles of engagement with government counterparts at the national or local level. • An understanding of the government of Jordan’s social protection policies and their interactions is desirable.
