The UNFPA Country Programme Document (CPD) 10 for Pakistan outlines a comprehensive commitment by UNFPA to collaborate closely with government institutions, emphasizing capacity-building efforts at both federal and provincial levels across various thematic areas. In line with its broader mandate, UNFPA actively engages with government ministries, departments, and entities to facilitate impactful policy and legislative actions, fortify relevant institutions, systems, and mechanisms, and contribute substantively to evidence generation for evidence-based advocacy, policymaking, and programme implementation.

This collaborative partnership seeks to address a spectrum of critical issues aligned with UNFPA's mission, including those related to population dynamics, reproductive health, youth and gender equality. By fostering a strategic alliance with government entities, UNFPA aims to enhance the country's resilience and responsiveness to population and development challenges. Moreover, the organization plays a pivotal role in facilitating knowledge transfer and sharing best practices to further strengthen institutional capacities.

In continuation of these efforts, UNFPA Pakistan is hiring a Programme Associate UNV for an interim one-year period. The selected candidate will play a vital role in supporting the team, contributing to the effective implementation of UNFPA initiatives, and reinforcing the organization's commitment to sustainable development and improved well-being for all.

The Programme Associate, as part of the team, will contribute to the efficient operation of the thematic initiatives by ensuring accurate financial records, timely reporting of expenses, managing data inputs for financial reporting, providing logistical support, facilitating communication with partners, and ensuring the timely submission of reports. The role encompasses a diverse range of responsibilities aimed at supporting the seamless execution of programmatic activities.

Key Responsibilities:

● Support the coordination and logistics for activities with counterparts, ensuring the timely submission of payments. ● Ensure timely submissions to facilitate the recording of expenses and financial reporting. ● Provide support in office management and administrative services, ensuring activities align with established rules, regulations, and procedures. ● Obtain and prepare documentation supporting project expenditures, contract issuance, and maintenance of records and files. ● Participate in organizing special meetings, coordinating administrative arrangements for workshops, seminars, and trainings. ● Execute routine administrative actions related to financial reporting for DEX activities and partner financial reports, ensuring timely payments and submission of procurement plans. ● Prepare background information, detailed cost estimates, and regular reports for use in project budget preparations, participating in budget analysis and projections as required. ● Conduct all operations required for expenditures under technical cooperation funding, ensuring the rational use of funds. ● Draft administrative correspondence related to work plans, responding to queries and requests for additional information, and following up on financial reporting, FACE submission, and work plan revisions in a timely manner. ● Prepare regular financial information on resource utilization for management purposes and donor reporting. ● Support the drafting of responses to audit inquiries and observations, assisting in the follow-up of audit recommendations. ● Guide the routine implementation of assigned work plans, coordinating the delivery of inputs and ensuring the participation of national counterparts in training activities and study tours. ● Provide logistical support to work plans, coordinating review meetings and other project-related workshops and events. ● Support in ensuring the quality assurance of work plans in the Global Programming System. ● Conduct orientation for implementing partners on the Harmonized Approach to Cash Transfer and participate in spot-checks of implementing partners, highlighting spot-check findings to the Country Office management. ● Support in ensuring full compliance of procurement activities with UNFPA rules, regulations, policies, and strategies. ● Support in providing inputs to the Country Office Annual Procurement Plan for partners. ● Assist in procurement processes, including the preparation of RFQs, ITBs, or RFPs documents, receipt of quotations, bids, or proposals, and their preliminary evaluation where necessary. ● Support the preparation of purchase orders and contracts in and outside Atlas, the preparation of Recurring Purchase orders for contracting services, vendor creation in Atlas, and maintenance of the filing system in the procurement Unit. ● Support in ensuring the implementation of the internal control system, ensuring Purchase Orders are duly prepared and dispatched, and taking timely corrective actions on POs with budget check errors and other problems. ● Review programme budget utilization regularly, preparing analytical summaries for management, recommending and ensuring follow-up actions. ● Review all programme-related documents for quality assurance before review and approval by management. ● Support the regular documentation of meeting minutes for partner and programme meetings, with subsequent follow-up actions. ● Perform any other duties as may be required by UNFPA leadership.

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.

Assignment remarks: This is a national UNV assignment and a Volunteer Living Allowance (VLA) of PKR 176,527 is provided monthly to cover housing, utilities and normal cost of living expenses. Life health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
