In Ukraine, UN Women is committed to delivering results across strategic priorities, exercising its triple mandate encompassing normative support, UN system coordination, and operational activities to mobilize urgent and sustained action to achieve gender equality and the empowerment of all women and girls. UN Women has long been actively supporting local priority areas in Ukraine from increased political participation to gender mainstreaming in public policy, and economic development.

The full-scale invasion of Ukraine has had a profoundly negative impact on the lives of women and men, girls and boys, causing widespread destruction, displacement and suffering. As of January 2023, over 14.5 million people have fled their homes, 4.7 million of whom are registered as internally displaced, and at least 17.7 million people (35 per cent of the population of 44 million) need humanitarian aid. Multiple forms of gender-based violence (GBV), including intimate partner violence, sexual exploitation and abuse, sexual harassment, conflict-related sexual violence (CRSV) and economic exploitation, are being reported, exacerbating the pre-war situation. With women constituting the majority of refugees from Ukraine and those displaced within the country, the multisectoral impact of the war affects women disproportionately through such factors as increased care responsibilities, reduced access to livelihoods and increased threat of gender-based violence.

As part of its response to the social and economic impact of the war, UN Women implements the project “Strengthening Gender Responses and Prevention of Violence against Women and Girls in Ukraine Humanitarian and Refugee Crisis”, funded by the Government of Japan, which seeks to address some of the most pressing issues facing women affected by the impacts of war, within Ukraine and for refugees in neighbouring countries. The primary objective of the project is to enable Ukrainian women and girls affected by the war to have access to high-quality, coordinated protection and livelihood services and have increased resources and capacities to build resilience in their families and communities.

Towards this end, UN Women Ukraine is seeking a Programme Associate to work with and provide support in the development and implementation of effective programmes consistent with UN Women rules and regulations. Reporting to the Programme Specialist, the Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the Ukraine CO and UN Women RO/HQs as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities

Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the CO and executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support the implementation of audit recommendations;
  • Review programme data from programmes/ projects for the CO website;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Provide administrative support to the financial management of the Programme Unit

  • Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of finance related forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants;
  • Maintain internal expenditures control system;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Assemble briefing materials and prepare power-point and other presentations;
  • Provide guidance and training to team members as needed.

Provide administrative support to Resource Mobilization

  • Prepare cost-sharing and other agreements; follow up on contributions within the CO resource mobilization efforts;
  • Organize, compile and process information from donors, CO/RO, and programme team, as inputs to various databases and documents.

Facilitate knowledge building and knowledge sharing

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business Administration, Bachelor of Commerce, Human Resources, Finance, Social Sciences, International Relations and any other related fields is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages is required;
  • Experience in working in the UN System is desirable;
  • Experience working with a modern ERP system such as Oracle is an asset;
  • Experience in supporting a team is required.

Language Requirements:

  • Fluency in English and Ukrainian is required
  • Knowledge of the other UN official working language is an asset.
