UNFPA and UNICEF have been leading the largest global programme working towards the elimination of female genital mutilation (FGM) since 2008 – UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation: Delivering the Global Promise to End FGM by 2030. The Joint Programme supports holistic and integrated approaches and interventions at global, regional, and national levels with the aim of establishing policy and legal frameworks, galvanising communities to abandon the harmful practice, and providing FGM-related services. The Joint Programme is currently implementing its Phase IV (2022-2030).

In terms of scope, the Joint Programme provides direct financial and technical support to 17 countries (Burkina Faso, Djibouti, Egypt, Eritrea, Ethiopia, Gambia, Guinea, Guinea Bissau, Kenya, Mali, Mauritania, Nigeria, Senegal, Somalia, Sudan, Uganda, and Yemen). Additionally, it has various initiatives and forums to share technical knowledge and expertise to other countries and organizations as a part of its effort to have a global influence in the field. The Joint Programme also undertakes various global and regional level initiatives, including initiatives supported by the Spotlight Initiative Africa Regional Programme (SIARP).

UNFPA is the lead agency for the UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation and there is a team responsible for the day-to-day management of the Joint programme based in Addis Ababa, Ethiopia. The Assistant Technical Specialist will be part of the UNFPA team, and he/she is expected to closely work with and support the overall efforts and initiatives of the team. In addition, the Assistant Technical Specialist will also be required to engage and work with the team from UNICEF responsible for the management of the Joint Programme. The Joint Programme supports 17 countries in their national initiatives in addressing female genital mutilation and this entails maintaining regular communication with these countries and responding to their technical support requests.

Within the delegated authority and under the supervision of the Technical Specialist or his/her designated mandated representative(s), the UNV [Assistant Technical Specialist] will:

I. Finance related tasks: • Closely follow up receipt of financial contributions from donors and facilitate transfer of fund from the suspense account to UNFPA and UNICEF to support programme implementation • Follow up timely transfer of funds to regional and country offices in line with the policy and procedure of UNFPA • Keep updated financial information about the Joint Programme and make it available whenever required for various purposes, both by UNFPA and UNICEF • Take the lead in preparing programmatic financial reporting based on the outcome and outputs of the Joint Programme results framework

II. Logistical support: • Support and closely work with the Admin and Finance Associate in terms of work plan preparation, follow up on budget utilization and travel and logistical arrangements for various meetings and events to be organized by the Joint Programme • Support to organize coordination meetings, sessions for various working groups and workshops • Provide logistical support in organizing the annual consultation of the Joint Programme and following up matters that came out of the annual consultation

III. Programme support: • Support the Joint Programme team in following up programme implementation and financial utilization in 17 countries and 3 regional offices supported by the Joint Programme and handle communication with countries as deemed necessary • Support in managing partnership with CSO partners of the Joint Programme • Provide technical support in organizing the annual consultation of the Joint Programme and following up matters that came out of the annual consultation • Make technical contribution in the preparation of the annual report of the Joint Programme • Draft briefing notes, talking points, correspondence and presentation content for different meetings
• Support the Joint Programme Global Coordinator in handling communication with donors and submission of required documentation as required Any other related tasks as may be required or assigned by the supervisor.

programme management, gender equality and women’s empowerment, sexual reproductive health and rights or other relevant programmes at the national and/or international level; experience on programmes addressing harmful practices/Gender Based Violence is an asset, as is experience working in the UN or other international development organization; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) • Sound security awareness; • Have affinity with or interest in gender equality, volunteerism as a mechanism for durable development, and the UN System

Addis Ababa, the Capital City of Ethiopia, whose name means "New Flower", has a population of approximately 3 million. It is situated at over 2,500 meters above sea level and adjusting to the altitude can take some visitors a little time, so don't be surprised if you find things tiring.

Addis Ababa is often referred to as the diplomatic city as it is the seat of the Head Quarters for both the African Union (previously the Organisation of African Unity) and the UNECA (including other programmes and agencies of the UN) as well as various Continental and International organisations and Embassies.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
