Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

UNFPA in Ukraine works for:

  • Creating conditions in which every young person can fulfill the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life;
  • Conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people;
  • Combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and antidiscrimination expertise of school textbooks);
  • Providing information and services to gender-based violence survivors through the creation of crisis centers, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.

In response to the negative impact of the full-scale war, UNFPA response in 2023 reached over 740,000 women, girls, men and boys with tailored GBV prevention, mitigation and response services (through: psychosocial mobile teams; women and girl safe spaces; survivor relief centers; municipal specialized services; crisis rooms; shelters; day-care centers; GBV case management; cash assistance; women career hubs; dignity kits; online platform; chatbots and awareness raising).

  • Provided over 139,000 people with life-saving SRH services (through: SRH mobile teams, service delivery points embedded in national health-care providers and kits for pregnant lactating women).
  • Reached millions of Ukrainians with life-saving information about GBV, SRH, mental health issues and available services via social media and news outlets.
  • Distributed 270 tons of Interagency Reproductive Health Kits, contraceptives, Personal Protective Equipment and bulk pharmaceuticals to over 100 hospitals and maternity wards.
  • Led the GBV Area of Responsibility and SRH Technical Working Group, ensuring timely emergency coordination and policy coherence nationwide in collaboration with national and local authorities.

Many of these services and inputs are provided by UNFPA in the South and the Mykolaiv/Kherson region. For smooth implementation and further development of UNFPA response to affected population, UNFPA Mykolaiv sub-office needs a project assistant to support with enhancing the team's coordination with various stakeholders, facilitate interactions with local authorities and partners, and overall improve our capacity for the identification of needs, collection of data, and quality monitoring - all which is crucial to execute the programs and UNFPA's positioning and visibility locally.

With respect to the mentioned above, UNFPA is seeking highly motivated candidates who share our passion of making a sound contribution to creating a Ukrainian society free from gender-based violence, prevent maternal mortality, where every young person can develop their full potential, including in humanitarian settings. Working within a large and complex Country Office (CO) environment, the incumbent will support the effective management of UNFPA activities in the areas of population and development, reproductive health, and gender with a particular focus on the Mykolaiv region and supporting the GBV Area of Responsibility coordination mechanisms in place, including leading the local coordination meetings.

Under the supervision of the Emergency Response Area Coordinator, the Programme Associate will support in collecting information from the field, advice on gaps in response, and advocate for the humanitarian operations in the Southern Oblasts.

More specifically the Programme Associate will perform the following key functions:

  • Supporting the GBV AoR structure by providing field coordination
  • Support GBV AoR in establishing and managing effective inter-agency and cross-sectoral GBV coordination and operationalization of GBV-related interventions in designated area(s), in line with the IASC GBV Guidelines and related tools and guidance
  • Liaising with and identifying potential partnerships with operational organizations on GBV and SRH response in close consultation with GBV Field Coordinators and SRH Analyst and SRH Specialist;
  • Liaising with Implementing Partners operating in Southern Oblasts and identifying their needs and gaps in response, in consultation with IP Focal Points;
  • Supporting in arranging meetings, roundtables, seminars and other events related to the work of the Emergency Response Team in the South, taking notes, and producing related reports;
  • Following-up on the implementation of assigned tasks (including meetings, reporting and others);
  • Advocating for UNFPA's mission. Organize events and create media content to raise awareness and amplify the organization's work
  • Ensuring proper filing of all products on the office shared drive.
  • Supporting in the preparation of communications materials as needed
  • Assisting with written and oral translations and interpretation when needed;
  • Performing other tasks as may be required or assigned by the supervisor;

  • Experience of working in/with the area of social protection, and humanitarian response.
  • Experience in preparing workshops, seminars, training events, round tables and conferences;
  • Experience in research assistance, in particular conducting desk reviews and preparing analytical notes, briefs, and presentations in visually compelling ways;
  • Experience working on similar positions with international organizations/projects will be considered an advantage;
  • Practical experience in design, monitoring and evaluation of development projects is a strong asset;
  • Proficiency in MS Office package, teleconferencing tools;
  • Strong interpersonal and organizational skills, ability to multitask and be detail-oriented;
  • Good written and verbal communication skills.

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer

The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
