The World Food Programme (WFP) is the United Nations frontline agency in the fight against global hunger and the world's largest humanitarian organization.

In Turkey, WFP is supporting the Government with the provision of basic needs, food and livelihood assistance to vulnerable refugees nationwide. This post falls within the livelihood support operations that seek to enhance the self-reliance of refugees and vulnerable host communities.

The post will be located in the WFP Ankara Country Office in Turkey with travel to the field.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a VAM/M&E Officer or designate. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance.

JOB PURPOSE

Turkey currently hosts the highest number of refugees in the world: 4 million people, of which 3.6 million are from Syria. WFP in partnership with the Turkish Red Crescent (TRC) and the Government of Turkey have implemented the Emergency Social Safety Net (ESSN) from 2016 until April 2020 to help the most vulnerable refugees meet their basic needs. As the situation in Syria remains volatile, large scale return is not expected soon. In this regard, the Regional Refugee and Resilience Plan (3RP) partners have committed themselves to continued assistance for 2020-2021, supporting the immediate needs of Syrians under Temporary Protection (SuTP) and, as requested by the Government, strengthening the overall resilience of SuTP, host communities and capacities of relevant institutions.

Despite the legislative changes that facilitate access to formal jobs, language barriers and unsuitable skill sets limit employment opportunities for SuTP. In addition, high unemployment, increased competition and skills shortages affect the employment prospects of both SuTP and host communities. Thus, there is scope for an industry-based employment model that provides training and skills in a focused sector to benefit both SuTP and host communities and that attract private-sector interest.

To do so, WFP with project partners implements the Kitchen of Hope (Mutfakta Umut Var – MUV) programme for refugees and local youth from households with vulnerabilities on a culinary arts vocational training.

The programme is modelled around a dual apprenticeship system, in line with the protocols WFP has established with MoNE and the Turkish Employment Agency (ISKUR) and has already proven its scalability, after the successful completion of a pilot in 2019 and scale-up to more cities and participants in 2020.

WFP’s Vulnerability Analysis & Mapping and Monitoring & Evaluation (VAM/M&E) unit leads the programme operation in terms of measurement and learning. As the intervention transitions towards more sustainable opportunities and linkages are built between the humanitarian assistance and active labour market programmes, a solid M&E system will be essential in order to measure the effect of the transition. Therefore, WFP is seeking additional capacity to support the M&E systems development and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority VAM/M&E Associate will be responsible for the following duties:

  1. Support the VAME team in data collection, regular extraction of data from WFP’s server and lead on data cleaning
  2. Clean and analyse household data using Excel and/or SPSS; construct key indicators and produce descriptive statistics following corporate standards and guidelines
  3. Support the VAME team with reporting and dissemination of data analysis results in order to support operational decision-making, including preparation of powerpoints and reports
  4. Contribute to the design and development of M&E toolkit, including the development of tools on tablets (using ODK or KoBo)
  5. Provide support to all issues related to COMET to ensure its efficient functioning and utilization
  6. Support linkages between M&E data and Vulnerability Analysis & Mapping data
  7. Strengthen links between VAME and other Programme units, through regular provision of relevant VAME data and response to adhoc queries
  8. Perform other related duties as required

Results/Expected Outputs

  1. Support provided to the camp PDM data cleaning, data analysis and reporting
  2. Contribution provided to ongoing VAME internal and external studies, with a specific focus on Lessons Learnt Study
  3. Support provided to MUV monitoring activities through development of survey tools, communication with the field, data cleaning and analysis of different kind of MUV monitoring tools
  4. Support provided to monitoring activities (data collection, data cleaning, analysis, reporting) of Covid-19 related interventions including but not limited to Soup Kitchen Project

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Statistics, Economics, Social Sciences, Development Economics or any other related field attained from a recognized institution

Experience: At least two years of progressively responsible experience, with at least one year in food security analysis, monitoring and database management related functions

  • Prior experience in consolidating and analyzing secondary data
  • Expertise in market analysis, including macroeconomic trends and microeconomic data
  • Skills in report writing and giving presentations
  • Demonstrated proficiency in the use of several methods for data analysis, qualitative and quantitative.
  • Computer skills: Excellent knowledge of Microsoft Office. Knowledgeable in at least one standard statistical package (SPSS, Stata, SAS or other).

Language: Fluency in both oral and written communication in English and Turkish.

Nationality and Residency: The applicant should be either a Turkish national or have a valid Turkish residence at the time of application.

TERMS AND CONDITIONS

Remuneration: A competitive compensation and benefits package is offered.

Annual Leave Entitlement: 1.83 days per month.

Medical Insurance: Private medical insurance plan for the employee and dependents (spouse, child or children)

Duration of the contract: 12 months (renewable)
