Objectives:

The Programme Assistant will assist in ensuring that WFP’s food assistance programme is well targeted. In addition, the incumbent will be working on validating the beneficiary data on a regular basis.

ORGANIZATIONAL CONTEXT

The upsurge in violence since December 2019 as part of the North-Western Syria offensive has caused a mass displacement of some 2.8 million people (Source: OCHA). Humanitarian assistance to these people has become a priority for humanitarian organizations, with WFP providing life-saving food assistance to almost 1.4 million people. The operation is conducted cross-border from Turkey under UN resolution #2533. Due to the ongoing insecurity in north-western Syria direct access to our beneficiaries remains difficult. This provides challenges to effectively target our food assistance and continuously assess and monitor the food security situation.

Supervision received:

The Programme Assistant will be working under the direct supervision of the Head of the Monitoring, Targeting and Assessment Unit, and under overall guidance of the Emergency Coordinator, and in close collaboration with the Vulnerability Analysis and Mapping unit in the Damascus Country Office, to perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Assistant (Targeting) will be responsible for the following duties: Task 1: Implement and further improve on the Beneficiary Enhanced Selection Tool (BeST) • Provide technical support and training to partners on the BeST • Manage all aspects of the BeST process with cooperating partners (CPs) • Manage beneficiary distribution list and enrolment verification • Update the allocation sheet of CPs based on the results of the BeST exercise • Verify the beneficiary lists and compare to what partners reported in terms of total caseload for each food distribution point • Conducting Random Sampling exercise of beneficiaries signed lists to check the accuracy of beneficiaries’ lists provided by partners • Monthly follow up with CPs in term of distribution docs and details “actual BeST, Leaving, Replacement, RTEs” lists • Supporting in checking the beneficiaries’ lists related to complaints received from people deleted/ or not receiving assistance

Task 2: Manage beneficiary data collection and database • Participate in the planning and management of beneficiary data collection, including BeST data entry to replace errors in the initial data collection by the CPs • Support and monitor the beneficiary data collection process carried out by cooperating partners (CPs) • Clean the BeST database and find duplications and/or ghost beneficiaries • Run the categorization of BeST data by running the scorecard script on the database • Conduct a simple analysis on the BeST data and present it on Tableau • Work with Country Office, RBC, and HQ on the further development of the BeST database (or alternatives such as the current web solution (localhost)) • Contribute in designing electronic beneficiary targeting tools using XLSForm

Task 3: Support programme with beneficiary targeting • Contribute to the Food Security Cluster regarding geographic targeting of WFP’s food assistance • Participate in conducting vulnerability and food needs assessment according to guidelines provided by the VAM unit in Damascus • Provide visualized reports on caseload vs. beneficiaries vs. actuals in the form of Tableau dashboards to be shared within the FO • Provide GIS mapping support for programme and supply chain when and if available Task 4: Provide other duties as required, including: • Collaborate with the M&E Unit Monitoring and Protection assistants to produce useful products • Support capacity strengthening initiatives of cooperating partners • Support the scale-up of cash-based transfers • Support M&E Unit members with their tasks when needed

Demonstrates ability to follow-up with M&E counterparts of CPs and manage their performance in terms of targeting and data collection for beneficiary verification.

Demonstrates ability to perform simple analysis onbeneficiary data i.e. data cleaning, deduplication, reporting figures by different disaggregations.

Data visualization

Demonstrates ability to carry out data visualization by preparing and updating dashboards using Tableau.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluent (level C) English in both oral and written communication. Knowledge of Arabic is an asset.

Experience: At least four or more years of relevant work experience.
