ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Assistant will be part of Field office SCOPE team and responsible for management of overall SCOPE implementation at the Area/Sub Office level including:

  1. In close coordination with CO SCOPE team and Area/Sub office programme, plan and manage SCOPE registrations and SCOPE end-to-end rollouts.
  2. Participate in PTRC to review CPs' proposals for SCOPE resource allocation, provide recommendations according to standard SCOPE resources requirement and coordinate with ICT for provision of SCOPE equipment.
  3. In coordination with Area/Sub office ICT, regularly provide SCOPE trainings to CPs' staff on SCOPE registrations, real-time biometric identification, data quality standards, redemptions, and reconciliations.
  4. Regularly extract error reports from SCOPE, check data quality and analyse data for fulfilment of programme information needs and exclusion of duplicate beneficiaries.
  5. Regularly visit SCOPE registration and redemption sites to ensure compliance with SCOPE SOPs aiming for collecting quality data and to ensure adequate beneficiary sensitization at the registration/redemption sites.
  6. In consultation with CO SCOPE team, initiate and follow-up SCOPE project and intervention creation, enrolments, SCOPE card printing, and other required activities with Area/sub office programme, ICT, and Finance.
  7. Provide regular progress reports and report any obstacles to Head of Area/Sub office and SCOPE Manager for seeking timely advice.
  8. Review Area/Sub office SCOPE user roles, ensure segregation of duties, and make recommendations to CO SCOPE Service Desk for granting roles.
  9. Ensure compliance at Area/Sub office level with WFP's guide to personal data protection and privacy guide, Beneficiary identity management guide, and other relevant WFP policies.
  10. Actively contribute to improvements in SCOPE standard operating procedures by sharing lessons learnt.
  11. Provide SCOPE capacity building support to Area/Sub office staff in liaison with CO SCOPE team.
  12. Serves as the main focal point for SCOPE external partnerships with Government and other humanitarian partners and manage partnerships at the Area/Sub office level.

STANDARD MINIMUM QUALIFICATIONS

Education:

University degree in the fields of Information Technology, Computer science or any other relevant field

Experience:

Three to five years of relevant experience is required.

Desirable:

  • Good knowledge of statistics and data analysis - including familiarity with at least one analytical software or having IT background.
  • Some experience with data visualization (making graphs, charts, infographics)
  • Good English writing skills and ability to write reports to present findings of data analysis.
  • Has facilitated communication with technical teams
  • Has contributed to implementation of programmes.

Language:

Fluency in both oral and written communication in English and local languages (Pashto/Dari)
