ABOUT WFP

The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.

The three strategic outcomes are:

SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.

SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.

SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

This job is located in WFP Myanmar office in Nay Pyi Taw.

Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. The purpose of this job is to provide support to policy and programme activities that effectively meet food assistance needs.

BACKGROUND

WFP Myanmar is collaborating with Ministry of Health and Sports (MoHS) and Ministry of Education (MoE) to implement the National School Feeding programme (NSFP) through multi-sectoral approach aiming to build national capacity and transfer of ownership to the government in line with national strategies and policies such as National Education Strategic Plan, National Social Protection Strategic Plan, Multi-Sectoral National Plan of Action on Nutrition and National School Health Strategies.

Currently National school feeding programme is being implemented through daily on-site distribution of high-energy biscuits (HEB) to more than 300,000 pre-school and primary school children in 11 states/regions. Moreover, daily on-site school meal program was piloted in selected schools in three operational areas since 2017-18 academic year and expanded to 11 states/regions integrating with school gardening.

A multi-sectoral technical coordination group on school feeding (SF-TCG) was formed under the umbrella of National School Health Committee to coordinate among the Ministries and provide the policy and technical advice in implementation of National school feeding program. As discussed in the SFNG meeting, a national staff to assist and coordinate with relevant ministries such as MoHS, MoE, MoSWRR and MoALI and 50% of assignment time will be spent at School Health unit, Public Health Department, Ministry of Health and Sports.

In this context, the WFP Country Office in Myanmar is looking for a Programme Assistant to assist School Health department and coordinate the process of developing national framework/guideline and the implementation of School Feeding Programme through multi-sectoral approach.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Deputy Head of Programme and direct supervision of School Feeding Programme Policy Officer, the Programme Assistant will be responsible for, and not limited to, the following duties:

  • Assist the School Health unit, in regular coordination and information sharing with key technical persons from MoHS, MoE, MoALI and MoSWRR together with other relevant Ministries and stakeholders
  • Assist the National Consultant in development of operational guideline including M&E module and menu planning for the school meal programs in coordination with Ministries, WFP and private sectors
  • Collecting and compiling the quantitative data on a routine basis, such as number of students who received school meal, volume of assistance (food/cash) disbursed, school profile and providing standard report to WFP and relevant Ministries
  • Conduct secondary data analysis and compile indicators in order to enhance the coordination and quality control in implementation and monitoring of the school feeding programme
  • Reviewing the implementation data (monthly/quarterly distribution plan and report) for tracking their achievement against plan and outputs indicators.
  • Organize the coordination meetings/workshops, trainings among the school feeding technical working group at national level, produce the meeting note and prepare action plan
  • Organize planning mission, meeting and briefing sessions with WFP and School Heal unit
  • Assist the SF team in consolidating, analyzing and presenting proposed planning data from Area/Field Offices to the supervisor for effective planning and decision making.
  • Provide support to the CO and field offices in commodity call forward and food transfer process as well as the cash request and transfer process in coordination with CO units (in alternate of SF Programme Associate).
  • Coordinating with the M&E unit for creating the partnership and provide support to field offices in relation with COMET system (in alternate of SF Programme Associate)
  • Perform any other tasks in technical areas of this Assistant as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
