You have:

  • Bachelor's degree in Economics, Environmental Science, Social Sciences, or another field relevant to international development assistance, or with additional years of related work experience and/or training/courses.
  • Arab native speaker. Fluency in oral and written communication in English.
  • Minimum two years of relevant experience on early action and climate services, in relation to food security.
  • Experience on research, policy, analysis and programme in climate change, humanitarian and development fields.
  • Knowledge of climate change and some exposure to development and humanitarian issues in the Arab region.
  • Strong writing, organizational skills, and experience in Microsoft Package.
  • Strong teamwork skills and coordination capacities.

JOB PURPOSE

The Middle East and North Africa region host some of the most challenging settings in the world in terms of addressing food insecurity. Pressure from population growth, resource scarcity and natural hazards have led to serious degradation of the natural resource base with adverse implications for food security. This system, already under considerable pressure, especially from a water and land perspective, will become even more exposed as climate change further exacerbates existing risk factors and stressors.

For WFP, it has become an imperative to address this multitude of complex risk factors that contribute to food and nutrition insecurity and erode the livelihoods of the poorest. Working with partners, WFP in the region is advancing a more holistic approach to supporting disaster risk reduction, climate adaptation and resilience at all levels.

In this context, WFP is seeking to enhance its capacities by recruiting a Programme Assistant focusing on supporting the ‘Anticipatory Action’ portfolio including a regional joint initiative called the SDG-Climate Facility Initiative, jointly with UNDP, the Arab Water Council, the League of Arab States, UNEP-FI, UNDRR and UN-HABITAT.

STANDARD MINIMUM QUALIFICATIONS

Education:

Bachelor's degree in Economics, Environmental Science, Social Sciences, or another field relevant to international development assistance, or with additional years of related work experience and/or training/courses.

Language:

Arab native speaker. Fluency in oral and written communication in English.

Experience:

• Minimum two years of relevant experience on early action and climate services, in relation to food security • Has experience on research, policy, analysis and programme in climate change, humanitarian and development fields.

KNOWLEDGE AND SKILLS

  • Knowledge of climate change and some exposure to development and humanitarian issues in the Arab region

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide project implementation support for the SDG-Climate Facility Project including support for coordination of meetings and workshops, reporting, carrying out research and assisting with knowledge generation. 2. Develop and design technical materials including a regional toolbox for anticipatory action that contains information and guidance on identifying risks, planning, financing, and delivering anticipatory action mechanisms and their integration into in WFP programmes. 3. Assist in country office feasibility/scoping missions, under guidance of regional climate services/early action expert, on building capacities for identifying relevant risks, early actions, and capacities, financing and delivery related to the successful roll-out of forecast-based financing and anticipatory action. 4. Support communication and dissemination of evidence and knowledge products at the regional level, with country offices and externally, by strengthening capturing of knowledge, lessons learned and best practices and by identifying channels and platforms for dissemination of WFP reports, strategy papers and materials for increased communication and visibility. 5. Support and assist in studies and assessments such as Return on Investment studies on anticipatory action, in collaboration with relevant experts and teams, as needed, to support evidence-building on anticipatory action. 6. Under supervision, liaise with other functional sections and units to ensure effective internal collaboration when required and support regional partnerships. 7. Perform other duties as required.

DELIVERABLES

  1. Successful support towards start-up and implementation of WFP early warning and climate activities under the SDG-Climate Facility Project.
  2. Develop a regional toolbox to support regional level capacity building efforts on anticipatory action.
  3. Develop a dissemination strategy and maintain dissemination of products to accelerate growth of Anticipatory Action portfolio.
  4. Specific research and analytical products generated.
