STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Excellent Portuguese language, both orally and in writing. Intermediate knowledge of oral and written English.

Experience: At least 3 years of relevant professional experience in general administrative work, preferably in the area of humanitarian affairs, political science, information systems, communication.

  • Proven experience of working with governments, donors, and UN agencies.

Knowledge& Skills: Proficient in the use of office equipment and computer software packages, such as Microsoft Word.

  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Strong knowledge of spreadsheets and databases (MS Excel and MS Access) or other databases
  • Ability to present information in the form of tables, charts and diagrams easily comprehensible
  • Ability to identify data discrepancies and rectify problems requiring attention

Solid organizational skills including attention to detail and multitasking skills

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

In March and April 2019, Mozambique was hit by two consecutive tropical cyclones, Idai and Kenneth. The cyclones have compounded an already serious food insecurity situation in Mozambique. From September to December 2018, an estimated 1.78 million people (IPC phase 3 and above) were severely food insecure in the country, according to the Integrated Phase Classification (IPC) analysis. Rural assets and structures have been destroyed. Food insecurity is therefore expected to rise significantly in the months ahead as a result of the destruction and damage. Social Protection is expected to play a key role in the recovery phase in the affected Provinces, transitioning from humanitarian relief to longer-term, government-owned social assistance. In a context of high vulnerability to climate change and natural disasters, WFP support is focused on strengthening government capacities to improve access to social protection (SP) for the population affected by natural shocks. Thanks to its experience both in SP and humanitarian assistance, WFP is well placed to support MGCAS and the National Institute of Social Action (INAS) in making SP programmes more shock-responsive and foster harmonization between MGCAS and the National Institute for Disaster Management (INGC).

Simultaneously, the occurrence of droughts and other climate change related shocks is another relatable threat that vulnerable households in Mozambique face. WFP has developed a comprehensive programming and capacity strengthening portfolio to support the Government of Mozambique to better predict and respond to a drought event in an anticipatory manner including also activities to invest in resilience building. This portfolio combines strategies such as index-based insurance, climate services, food assistance for assets, as well as forecast-based financing. Activities are implemented across the country in the provinces of Sofala, Zambezia, Nampula, Tete, and Gaza. Work is multi-year in nature, so this caseload will be sustained and expanded in the upcoming years.

As a result of the increased workload under activity 2, the management of budget lines, organization of travels, official communication with ministries and international agencies, as well as organization of events and workshops, requires additional work and time. Both the Social Protection and Resilience teams as well as other staff within Activity 2 would require the support of a programme assistant to provide business support and facilitate effective and timely service delivery.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Assistant will directly support the Act2 teams with the following tasks:

  • Support operational planning of Act 2 operations including field missions, organization of events and workshops.
  • Support expenditure planning and execution, including the management of procurement action, as well as related payment for services/goods, working with finance.
  • Facilitate regular communication with other WFP units in the Country Office (Finance, Admin, Travel, Partnership, Information Technology, M&E) as well as with WFP sub-offices as needed.
  • Compile data and provide basic analysis, maintain accurate records and files and prepare periodic and ad hoc reports for further reviews, to support accuracy and efficiency of information presented to internal and external stakeholders.
  • Enter accurate data in corporate systems within the established deadlines, to enable easy access to information and support planning and decision-making.
  • Keep track of all official correspondence and exchange of information with Activity 2 national and international stakeholders.
  • Develop financial planning and monitoring tools and processes for the effective fund management by Act2 staff.
  • Support expenditure planning and execution, including the management of procurement action, as well as related payment for services/goods, working with finance.
  • Perform other related duties as required.
