STANDARD MINIMUM QUALIFICATIONS

Education: At least a Bachelor Degree or equivalent in Agronomy, Social science, Economics, Nutrition, Planning, Management, Monitoring and Evaluation of Project/ Program. Professional Experience****: At least Five (5) or more years of progressively responsible work experience in Planning, Management, Monitoring and Evaluation of Project/ Programme in the agricultural sector and / or in the field of food and nutritional security. A mastery of data collection and analysis methods and professional experience in the implementation of United Nations projects will be assets.Language****: Fluency in both oral and written French and intermediate knowledge (level B) in English.

Computer Literacy: Skills in common office software and technical support applications.

ORGANIZATIONAL CONTEXT

These jobs are at WFP Benin Country Office (Cotonou) and the job holders will report to a Programme Policy Officer (School Feeding). At this level, job holders are responsible for the completion of a range of specialized processes and activities requiring some interpretation of standard guidelines and practices. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of projects/programmes.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of PNASI and other WFP activities in the Couffo Region of Benin.

  1. Ensure proper implementation of PNASI and other activities of the Programme Unit/WFP by the staff of the implementing partners, especially the partner NGO, ensuring effective daily functioning of school canteens in the Alibori Region ;
  2. Provide project management and/or general office support following established targets and WFP’s policies and procedures ;
  3. Contribute to the capacity building of the NGO mediators and supervisors, school canteen committee members ;
  4. Plan and implement regular field visits, facilitate field visits with donors and other key actors of the Program ;

8. Perform accurate and timely recording of data related to ongoing activities (canteens, etc.) following corporate standards and guidelines ;

9. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing program activities ;

10. Support communication and activities with local partners, agencies, NGOs and government institutions ;

11. Act as a point of contact for resolution of general operational queries requesting assistance where necessary ;

12. Assume any other task as required by the supervisors.

OTHER SPECIFIC JOB REQUIREMENTS

  • Validate the NGO's monthly work plan ;
  • Coach the NGO’s mediators, supervisors and Program Officer on social mobilization techniques ;
  • Monitor with the NGO the provision of food to canteen schools in the department under his/her responsibility ;
  • Ensure proper management of food and non-food items by members of the canteen management committees and ensure proper consumption of the food provided to the canteens in the department ;
  • Participate in various work groups and discussions on school feeding in the department and represent WFP at any meeting where necessary.
  • Identify local potentials and monitor community initiatives that can help sustain the program ;
  • support training of stakeholders at various levels on good nutrition and hygiene practices (pupils, school communities, health centers, etc.) ;
  • Periodically check on stock status in the beneficiary schools and ensure that canteen management documents are properly filled in ;
  • Supervise the NGO to produce quality monthly reports and any other requested document and follow up on deadlines for submitting monthly reports and data entry in dedicated platforms ;
  • Evaluate the performance of the NGO and propose improvement actions;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.). • Has contributed to implementation of programmes. • Has observed or assisted with policy discussions.
