ORGANIZATIONAL CONTEXT
Job is based in WFP Country Office Islamabad. Incumbent will report to Programme Policy Officer. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
JOB PURPOSE
To scale-up the chakki fortification project in a bid to address undernutrition and improve accessibility of fortified nutritious food to the most vulnerable population WFP is extending its support to chakkis/milling units. This support includes the technical strengthening of the mills in coordination with National and Provincial Fortification Alliances, National and Provincial Food Departments and Authorities Health Department. Under the overall supervision of the Head of The Nutrition, Social Protection and Education/Head of the Provincial Office and the direct supervision of the Food Technologist (Project Manager Fortification), the Programme Assistant will coordinate and assist in supervision of field project activities in five districts to effectively meet needs of the Flour Fortification through small scale mills (chakki) to ensure timely support in implementation of all field activities effectively meeting the needs of the chakki flour fortification through mills (Chakki) under the project.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Provide support in supervision and monitoring of all field activities of the Business Support Assistants (BSAs) to ensure that selected chakki mills have adequate installation of mixing equipment provided by WFP, its calibrations and setting flow rate of premix as per standards prescribed by Pakistan Standards and Quality Control Authority. 2. Act as a point of contact for Chakkis Mills/Association, flour milling industry and district food department for effective coordination and collaboration ensuring district level planning and timely implementation of project activities. 3. Support the WFP project team in monitoring the capacity building activities for the staff of respective mills, food inspectors, laboratory staff and District Focal Person on fortification and quality assurance and quality control processes to promote sustainable and adequate fortification of wheat flour. 4. Ensure uninterrupted supply of micronutrient premix to the chakkis mills in the allocated territory, according to their requirements, through oversight supervision of all BSAs 5. Ensure smooth supply of Iron Spot Test Kits to chakkis mills for monitoring of fortified chakki flour at production, market and house-hold level through close monitoring of all BSAs in the two project districts. 6. Ensure that BSAs undertake timely collection of samples of chakki flour mills on regular basis and ensure its receipt at identified labs. 7. Oversee and/ or review the work of all BSAs ensuring adequately fortified chakki flour is produced and supplied in market and among consumers. 8. Ensure timely availability of accurate and timely recording of data for review and analysis by the WFP project team. 9. Provide support to the Food Technologist (Project Manager) in planning and undertaking awareness raising activities at the district level to generate demand for the fortified chakki flour in coordination with designated organization/agency. 10. Support the WFP Chakki project Team in regular collation of information and data from the chakki mills for its analysis and generation of monthly reports. 11. Identify issues and bottlenecks related to chakki fortification activities in the field, timely sharing with the WFP Chakki project team for mitigation measures. 12. Support the WFP project team in devising and implementing innovative approaches to the project. 13. Perform any other duties as may be assigned by WFP Food Technologist (Project Manager).
