Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Cambodia is developing FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028, and providing technical assistance to the Government counterparts to develop relevant strategies and action plans. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems, Agriculture Value Chains, One Health and Livestock Production, Fisheries, Forestry, Land and Water, Data, Knowledge and Policy. In response to the growing portfolio, FAO Representation in Cambodia is recruiting Programme Assistant to join the FAO country team to deliver the organization’s goals and objectives.

Reporting Lines

The Programme Assistant reports directly to the Assistant FAO Representative (Programme) of the FAO Representation in Cambodia. Under the overall supervision of the FAO Representative and direct supervision of the Assistant FAO Representative (Programme) in Cambodia, and in close collaboration with programme team, national specialists and international consultants as well as other colleagues from other Units, technical specialists, the incumbent will perform the tasks listed below.

Technical Focus

The Programme Assistant supports and contributes to the FAO country team efforts in the analytical works, and production of thematic papers related to food, agriculture, environment and climate change, one health and livestock production, data, and knowledge management; preparation of the FAO’s Country Programming Framework (CPF) 2024-2028 as well as supporting to the development of new project concept notes, and other partnership through consultation with the existing inter-ministerial committees, and Technical Working Groups, the private sector, development partners and consumer representatives to engage in a fully consultative and inclusive policy process.

Tasks and responsibilities

• Contribute in planning , implementation and monitoring of related projects and programmes; • Contribute to the creation of substantive knowledge by compiling, synthesizing and analysing information for programme planning and resource mobilization purposes; • Assist in developing project idea, project concept notes and proposals; • Support in maintaining good and timely communication and participation of government counterparts in all FAO meetings, workshops or/and conferences of all levels; • Assist in liaison with government counterparts to ensure effective collaboration and partnership; • Assist in organizing the events such as trainings, workshops, forums, conferences by assisting the development of event concept notes, technical contents and materials for the events; • Assist in organizing and documenting list of development partners, civil societies in the country from different sectors under areas of FAO mandates; • In coordination with Admin and Operations team, provide support to planning of any field missions of projects; • Participate in relevant meetings and workshops as assigned by supervisor and prepare minute/report when required; • Facilitate, plan and organize all internal meetings of the Programme Unit; and • Perform other duties as required to achieve above tasks.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Cambodian National • University degree in agriculture, economics, natural resources management, rural development or other relevant fields • At least two years of relevant experiences • Working knowledge of Khmer and English languages.

Technical/Functional Skills

• Systemic and analytical capacity on complex issues related to to food, agriculture, environment and climate change; • Experience in organizing participatory processes and contribution to processes related to programme development through engagement of a wide range of stakeholders from the government, civil society, academia, and the private sector; • Extent and relevance of experience in projects/programme planning and development; • Familiarity with relevant computer applications such as word processing tools, spreadsheets and statistical package (MS Office-Word, Excel, STATA etc.); • Good analytical, presentation and training skills; • Demonstrated ability to work independently, handle multiple tasks, work under pressure and deliver assignments on time; and Leading, engaging, empowering and an excellent team player.
