Overview

You have:

  • Completion of secondary school education. Desirable University degree in Social Sciences, Statistics, Development Economics, International Development, Economics, Monitoring and Evaluation or other relevant field.
  • At least 4 years of working experience in any field, including 1 year working experience in the humanitarian field preferably in M&E.
  • Fluency (level C) in oral and written communication in English and Turkish. Knowledge of Arabic is an asset.

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Head of the Monitoring, Targeting and Assessment Unit the Programme Assistant works under overall guidance of the Emergency Coordinator, and in close collaboration with the protection and gender focal point in the Damascus Country Office.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Desirable University degree in Social Sciences, Statistics, Development Economics, International Development, Economics, Monitoring and Evaluation or other relevant field.

Experience: At least 4 years of working experience in any field, including 1 year working experience in the humanitarian field preferably in M&E.

Language: Fluency (level C) in oral and written communication in English and Turkish. Knowledge of Arabic is an asset.

KNOWLEDGE AND SKILLS

Monitoring, Protection, Data Analysis (Qualitative & Quantitative), Complaints Feedback Mechanisms.

KEY ACCOUNTABILITIES (not all-inclusive)

Complaints & Feedback Mechanism****:

  • Support in setting up a centralized WFP database to manage, track and ensure proper response is provided to complaint &feedback of beneficiaries, received through WFP WhatsApp number or any other channel established by WFP.
  • Refer complaints to relevant Cooperating Partners and WFP staff.
  • Prioritize complaints based on the available guidelines and guidance from WFP Monitoring & Evaluation Officer.
  • Follow up on the corrective action taken and responses with Cooperating Partners and WFP staff, and ensure feedback is provided to beneficiaries.
  • Manage the system to enhance the existing feedback mechanisms while exploring additional methods.
  • Conduct sensitization sessions to partners staff about Complaints Feedback Mechanism to improve and enhance their performance and ensure their understanding of feedback mechanisms that would be later communicated to beneficiaries by Cooperating Partners.
  • Develop frequently asked questions FAQs that answers beneficiaries’ inquiries by providing relevant information and share it with Cooperating Partners.
  • Follow up on beneficiary cases to ensure that actions are timely and effective.
  • Review and analyse the monthly Cooperating Partners complaints report and share results and recommendations with Cooperating Partners and WFP management and program staff. Review and update Gaziantep Complaints Feedback Mechanism Standard Operating Procedure as per the need.

KEY ACCOUNTABILITIES (cont)

Guiding CPs on Implementing Focus group discussion:

  • Guide Cooperating Partners field staff and third-party staff in organizing group discussions with beneficiaries based on country office, field operational and Monitoring & Evaluation priorities. This ranges from setting up clear objectives, selection criteria of participants, sampling, questionnaires design, analysis of qualitative findings and reporting.
  • Manage the implementation of on-site practical group discussion training remotely for third party and Cooperating Partners field staff if applicable.

    Focal point for setting direct CFM from Gaziantep to North West Syria:

The duties are two-fold:

  • Leading the planning phase of setting up an inter-agency Complaints Feedback Mechanism by the AAP Taskforce by being the focal point from WFP as the leading agency.
  • Leading the planning and implementation of WFP-based Complaints Feedback Mechanism from Gaziantep FO to NWS and vice-versa

PSEA focal point:

The duties of the PSEA Focal Point/Alternate are detailed below, according to three main areas of responsibility:

  • Raising awareness on prevention of SEA for WFP employees, Cooperating Partners, contractors, TPM, and beneficiaries and the local community.
  • Receiving and reporting complaints of SEA.
  • Taking part in PSEA related meetings, trainings, workshops, etc.
  • Gender & protection focal point
  • Attend monthly GRN meeting with CO.
  • Follow up with partners about their gender and protection activities and used tools.

    Others:

  • Support the M&E Unit in various activities upon request, when needed.
