The WFP Regional Bureau for Eastern Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization, and management support to WFP operations and activities in ten countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan, South Sudan, and Uganda.

ORGANIZATIONAL CONTEXT

The core function of the Operational Information Management (OIM) and Performance Reporting (PR) unit is to ensure operational information received from Country offices (COs) and other stakeholders is clear, concise and fit for purpose, and is adequately reporting on Country Strategic Plan (CSP) outcomes to advocate and demonstrate WFP’s role and contribution to SDG 2 (Zero Hunger) and 17 (Partnerships for the Goals).

The OIM and PR team guides and oversees COs’ contribution to achieving a ‘Common Operating Picture’ of WFP’s operations in the Eastern Africa region. This is achieved by providing context specific inputs, analyzing political and humanitarian situations contributing to efficient and inclusive responses, and establishing cross-functional information workstreams. The team also coordinates and provides technical support and guidance to countries on Performance reporting to ensure Annual Corporate Reports effectively communicate WFP achievements and meet corporate reporting requirements. Through these corporate and ad hoc reporting tools, OIM and PR informs WFP partners and donors, showcasing operational achievements and challenges.

There has been an increasing need to streamline information management to enhance access to accurate and timely information in one place and make it available to make decisions for greater programme impact. WFP has adopted digital data platform-DOTs- that pulls information from multiple systems across WFP into one platform, improving efficiency, transparency, and access to information. The DOTS operational platform released in 2020 enables country offices to easily capture the operational context of the activities and incorporates more data sets and workflow use cases. Given that information management remains a significant challenge to activity and operational performance management, the Eastern Africa Regional Bureau plans to refocus the use of the Operational Updates workflow as a performance management tool for Activity and Strategic Outcome Managers.

JOB PURPOSE

The Programme Cycle Management team under the Programme Unit in the Eastern Africa Bureau needs to fill the position of Programme Assistant, OIM and Reporting position to support OIM and PR in carrying out information management and reporting related to WFP operations and the implementation of DOTS for operational updates in-country offices.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in International Affairs, Social Sciences, Development Studies, Communication, Information Sciences or other field relevant to international development assistance is desirable.

Experience and Skills required: 1-2 years' related exeprience in addition to understanding of basic technical concepts and data and their relevance to food assistance programmes. Experience utilizing computer programs, including word processing, spreadsheets, data capture systems and other software packages and systems; ability to deliver results through planning and organizing own activities effectively; ability to manage multiple requests at a time; excellent teamwork skills in a multicultural environment; detailed work style and strong work ethics; and ability to meet strict deadlines.

Language: Advanced English language skills both written and oral. Knowledge of a second UN language, preferably French would be an asset.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Regional OIM and PR Officer, the Programme Assistant, OIM & Reporting will support all OIM activities, and contribute to the establishment and presentation of a standard operating picture of WFP’s portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization. In addition, the Programme Assistant will support the implementation of DOTS for operational updates in the country offices and regional bureau.

OTHER KEY ACCOUNTABILITIES

  • Together with the Regional OIM officer, determine and map country office capacity needs in corporate reporting in order to build the capacity of CO OIM officers
  • Assist in the identification of reporting processes that may require automation to allow for greater efficiency and timelines of information.
  • Work with the Regional Data coordinator and TEC to ensure that OIM and corporate reporting needs are captured in DOTS.
  • Work with RB technical units to define the operational updates required in their thematic areas, what information and frequency of information that should be captured in DOTS.
  • Support the team in the planning of OIM/ Annual Country Report (ACR) trainings and/or information sessions.
  • Support in preparation of regional reports through collation of inputs and data from internal sources (RB teams, country offices) and external sources.
  • Support in the review of country briefs and other operational ad-hoc reports.
  • Track reporting processes, including timelines and submissions to inform actions and support as required
  • Support in strengthening information management in the region including through maintaining an up-to-date repository for OIM reports including emerging contextual humanitarian information.
