ORGANIZATIONAL CONTEXT

Mozambique, with an estimated population of 31 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique, has ranked amongst the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Mozambique Country Strategic Plan 2022 – 2026 aims at addressing malnutrition and place particular focus on social behavior change interventions and improving access to nutritious and healthy foods.

UNICEF and WFP are collaborating to support the Ministry of Health to review the national protocols to treat acute malnutrition. In doing so, UNICEF and WFP are jointly developing a study that provides evidence on alternatives for acute malnutrition treatment based on locally available foods, to inform a more effective and sustainable protocol for the national Nutrition Rehabilitation Program that is tailored to the context in Mozambique. To facilitate this initiative, WFP is developing a new digital optimization tool (DOT) which will constitute as a step by step, user-friendly guideline and tool to be used by workers who provide counselling to caregivers and other community members on feeding practices, including cooking demonstrations. This tool will guide the user on how to develop locally relevant and affordable nutritious recipes for the treatment and prevention of acute malnutrition in children 6-59 months. The tool also aims to target pregnant and breastfeeding women and people living with HIV/AIDS.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

The responsibilities of the consultant will include, but not be limited to:

  • Support the design and pilot testing of a digital optimization tool for the development of nutrient-rich recipes that can be used in the context of prevention of stunting and
  • as part of the alternative treatment and prevention of moderate acute malnutrition
  • cases.
  • Support the consultancy firm recruited by UNICEF – InSITE - and UNICEF nutrition team in the development process of the alternative protocols to treat moderate acute malnutrition in children under 5 years of age using locally available foods.
  • Liaise with WFP HQ team of Nutrition as well as from MENUPLUS and Digital Innovation to ensure HQ proper timely support to the development of the tool and alignment with WFP’s vision in view of the newly released WHO global guidelines on the treatment of wasting in children under 5 years of age.
  • Provide technical recommendations on nutrition and dietary intake and contribute towards the development of nutrition-specific and SBC project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines. This includes but is not limited to:
    • Support the operational planning and implementation of nutrition sensitive SBC responses.
    • Support the adaptation of existing SBC materials to the local context as well as the development of new tools and approaches.
    • Support the development of nutritious recipes.
  • Prepare a variety of elaborated reports, and substantial data analysis (e.g. food assessment, desk review, recipe development, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  • Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to align activities under the joint response.
  • Support the capacity building of WFP staff, cooperating partners and national government within the area of nutrition and agricultural development.

OTHER POST REQUIREMENTS (details to be determined by Post Managers):

• Knowledge of nutrients and dietary requirements to different individual or age groups. • Knowledge and demonstrated ability to develop nutritious and well-balanced recipes or food menus for specific age groups or individuals. • Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation and monitoring. • Displays capacity to provide inputs into the development, implementation, and realignment of high-quality programmes. • Understands and applies basic principles of engagement with government & UN counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable or at least a bachelor's degree in nutrition or dietitian.

Experience: At least 5 years of experience in related functional area. Language: Intermediate (Level B) or above in English and fluent in Portuguese.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Has participated in implementing technical programs on nutrition, particular those related to the development of nutritious recipes for prevention and treatment of malnutrition. • Has experience developing food menus and/or as dietitian. • Has implemented programmes with increased level of responsibility. • Has provided input to policy discussions.
