ORGANIZATIONAL CONTEXT

At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluent (level C) English in both oral and written communication. Knowledge of Arabic is an asset.

Experience: At least four or more years of relevant work experience. (including two years’ experience in monitoring and evaluation)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders. • Has experience utilizing WFP monitoring and evaluation systems and standards.

KEY ACCOUNTABILITIES

Assist in establishing an effective monitoring system that provides timely and accurate information:

  • Work with WFP cooperating partners to implement a collective monitoring strategy that builds on partners’ field monitoring and third party monitoring capacities.
  • Assist in preparing collective monitoring tools and checklists that respond to the information needs of different stakeholders, including programme, supply chain and donors.
  • Assist in preparing monthly monitoring plans for partner and third party monitor with clear targets and based on representational sample. Follow-up with partners on any deviation from the plan and check on data quality.
  • Assist in ensuring immediate and appropriate follow-up on implementation issues identified and flag these to programme and SC colleagues.
  • Assist in managing and analyzing monitoring data collected, extracting key findings that need to be addressed, and producing effective information products that demonstrate the condition of WFP’s food assistance programmes and their effectiveness and enables informed decision making.

Perform other duties as required, including:

  • Assist in preparing field level agreements for the M&E related sections.
  • Support capacity strengthening initiatives of cooperating partners.
  • Support the scale-up of cash-based transfers.
