ORGANIZATIONAL CONTEXT
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
JOB PURPOSE
This position will support the Sub-Office in performing monitoring and programme activities within Manica Province. The incumbent will provide Activity reports for the effective delivery of assistance to beneficiaries and will also support the management and the implementation of all School Feeding (SF) activities in the province. The incumbent of this position will report to the Head of Beira & Chimoio Field Office.
KEY ACCOUNTABILITIES (not all-inclusive)
Monitoring & Evaluation: • Support with ensuring field monitors implement on-site General Food Distribution (GFD) monitoring as per CO guidance for GFD monitoring. • Support with ensuring field monitors implement on-site Food Assistance for Assets (FFA) monitoring as per CO guidance for FFA monitoring. • Support with ensuring field monitors implement on-site School Feeding (SF) monitoring as per CO guidance for School Feeding monitoring. • Support with ensuring field monitors implement on-site MAM-treatment monitoring as per CO guidance for Moderate Acute Malnutrition (MAM)-treatment monitoring. • Conduct spot-checks during distributions and other program activities to make sure minimum monitoring requirements are being adhered to. • If required, support the mechanisms for beneficiary feedback (e.g. hotline, suggestion box, etc.). • Support with providing standard training for cooperating partners on WFP operational practices in general, and, in particular, on output monitoring tools and methods to support partners to independently self-monitor and to contribute to the visibility of WFP in the coverage areas. • Support with consolidating and reviewing distribution reports and invoices from Cooperating Partners every month. • Support data entry into the Country Office Tool for Managing Effectively's (COMET) implementation module; WFP's data portal, to help track implementation of the programme cycle (partnerships, FRNs, distribution reports, monthly data, etc.). • In coordination with the Country Office, support the rollout of outcome monitoring surveys (including baseline and end-line surveys), providing adequate training and guidance to WFP Sub-Office staff. • Support outreach to cooperating partners to gather feedback and comments to support programme reviews and improve services. • Work with Country Office Partnerships unit to provide information on monitoring activities, beneficiary numbers, and other output information into SitReps, donor proposals, and donor reports. • Support management of field monitors and coordinate their workload as per field monitor coordinator responsibilities. • Follow set emergency response processes and procedures for emergency food assistance.
School Feeding: • Engage with the Provincial Education Directorate and support engagement with District Education Services to coordinate, strengthen government capacities and data collection of schools and education indicators in the framework of the National School Feeding Programme (PRONAE) and other school feeding programmes where applicable • Ensure food delivery and distribution, school preparedness, and monitoring • Prepare planning documents for food and NFIs deliveries • Backstop issues, manage locally, and report/ request support as needed • Facilitate training for WFP staff and external partners • Coordinate with internal and external stakeholders: • Coordinate food/NFI deliveries with WFP Logistics, schools, retailers/transporters, and local authorities • Work with local/ CO teams to ensure retailers are delivering and being paid on time • Engage with Logs and Finance at Field Office to ensure programme delivery • Engage with the SF team in CO for support, reporting, and guidance • Prepare and oversee donor or MINEDH missions into the province • Provide inputs to donor reports
Perform other related duties as required in the districts where WFP has other interventions.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate (degree/diploma) in Social Sciences, Agriculture, or a related field. Experience: Minimum of 4 years of working experience in programme and data management, preferably in the areas of development or humanitarian assistance.
Languages: Fluency in both oral and written communication in Portuguese and English.
KNOWLEDGE AND SKILLS
- Ability to work in a multi-functional team (WFP, cooperating partners, local authorities), and establish effective working relations with persons of different nationalities and cultural backgrounds.
- Good knowledge of Microsoft Office.
- Good knowledge of statistics and experience working with statistical- and/or data collection software such as SPSS, Stata, ODK, and/or others.
- Demonstrated capacity/hands-on experience in capacity building of field staff is desirable.
- Good analytical, problem-solving, and report-writing skills, and ability to communicate ideas clearly both orally and in writing.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners or other stakeholders.
- Has experience on supporting various components (e.g., monitoring) of WFP's programmatic activities, including SF
- Has cultivated productive relationships with local NGOs, government authorities and other implementation partners;
- Has performed monitoring, and/or overseen/supported with evaluations and/or assessments.
