WFP Syria Country Office’s Mersin Field Office operates across borders to assist around 1.5 million people residing in Northwest Syria each month, through its cooperating partners via various assistance modalities.

ORGANIZATIONAL CONTEXT

The job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

The job holders are reporting to Head of Monitoring , VAM and AAP Officer .

STRATEGIC OBJECTIVE/ACTIVITY:

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Monitoring and Evaluation Unit, the incumbent will be responsible for: 1. Prepare monthly monitoring plans for third-party monitors (TPM), the direct monitoring team (DMT), and WFP oversight missions with overall guidance from the CO. 2. Collect output, process, and outcome monitoring data, including distribution monitoring, activity implementation monitoring, Post-Distribution Monitoring, retail performance monitoring, surveys, and qualitative monitoring methodologies (i.e., Key Informant Interviews, Focus Group Discussions), using questionnaires and question guides developed by the CO. 3. Support the design of questionnaires, question guides, and data analysis plans for FO-specific information needs. 4. Coordinate data collection exercises at the field level in cooperation with local partners and stakeholders. 5. Keep track of monitoring visits and coverage, ensuring that all activity sites are monitored at least once a year, with more frequent visits to priority sites. Report actual monitoring visits to CO on a monthly basis. 6. Verify, clean, analyze, interpret, and visualize monitoring data according to the information needs of different audiences. 7. Submit back-to-office reports from field missions and use an escalation system for reporting on issues, assigning focal points to act, and tracking actions taken. 8. Ensure data collection by WFP staff or outsourced partners is supervised. Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete, and of high quality. 9. Establish and maintain good partnerships with WFP’s beneficiary communities, Cooperating Partners, and Third Party or Outsourced Monitoring partners where applicable. 10. Provide additional M&E support services as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in therelated functional area.

Experience: At least five years of progressively responsible support experience including at least one year in the field of M&E, humanitarian operations, or another related field

Languages: Fluency in both oral and written communication in English and Arabic, Turkish is an asset.

Knowledge & Skills:

• Knowledge of qualitative and/or quantitative methodologies • Advanced skills in designing XLS Forms and using ODK (Open Data Kit) • Knowledge of monitoring essentials i.e. log frames, indicators, theory of change • Knowledge and experience in data analysis using tools like SPSS, R, Excel • Knowledge and experience in summarizing and reporting findings
