Org. Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The temporary contract duration is nine months. The position is located within the Communication, Advocacy, Knowledge Management and ICT section, and will be based in the UNDRR regional office in Bangkok, Thailand. The incumbent will report to the Information Systems Officer.

Responsibilities Under the supervision of the Information Systems Officer, and in coordination with the Information Design & Technology Solutions unit, the incumbent is required to perform the following functions:

•Assists in Information and Communication Technology (ICT) project management, planning activities and administrative coordination of project implementation for ongoing projects like Drupal migration, CRM rollout, Intranet migration, Java applications and systems, and UNDRR’s data strategy effort. This involves extensive liaison with various project team members, contract staff and IT vendors. •Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues. •Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. •Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system. •Assists in administrative tasks related to the recruitment of contract staff and procurement of IT vendors. •Serves as focal point for ICT project administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions. •Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management. •Assists in unit and biennial work planning activities. •Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc. •Researches new tools and technologies as requested; keep abreast of developments in the field of data and information technology. •Assist in the research, ideation, and solution development for the successful rollout of the UN Data Strategy across UNDRR. •Maintains and keep up to date the inventory of current contract staff and vendors, tracks all contract/renewal/payment/PO/invoice related deadlines to maintain service continuity on the projects, coordinating with admin and procurement departments as required. •Maintains and keep up to date the inventory of UNDRR ICT project portfolio, following up on various aspects of compliance with the relevant project teams. •Provides guidance/training to staff. •Performs other duties as assigned.

PLANNING& ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education High school diploma or equivalent is required. Project management certification (Prince2 Practitioner, PMP, or similar) is desirable. IT Service Management certification (ITIL Foundation or similar) is desirable.

Work Experience A minimum of five (5) years of experience in programme or project administration, technical cooperation or related area is required. Five years of experience in ICT project support or related area is desirable. Experience in procurement of vendor services and recruitment in the United Nations system or similar large organization context is desirable. Experience in project management activities (planning, managing inventories, coordination between project teams, tracking progress, project status communication) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available with a contract duration of nine months. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Must have passed the United Nations Administrative Support Assessment Test (ASAT) or the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. This temporary position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
