How can you make a difference?

Under the supervision and guidance of the supervisor, the Programme Assistant supports the respective section by carrying out a range of programme support functions to help develop, implement and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

The Programme Assistant works in close collaboration with a range of staff in the office, external partners and agency counterparts in support of programme delivery. S/He provides a range of procedural, administrative and operational support in the implementation of UNICEF supported activities including processing of transactions in VISION and follow up on Direct Cash Transfers (DCT) to partners under the HACT modality.

Summary of key functions/accountabilities:

  • Participating in the planning, implementing and analyzing program budgets through ongoing consultations with other UNICEF units and counterparts.
  • Preparing recurring and special reports as required for budget preparation, audits or other reasons. Initiating correspondence to verifying data, answer queries and obtains additional information on accounts and financial transactions.
  • Arranging meeting, workshops and training courses pertaining to program development and provide support in making necessary logistical arrangements.
  • Contributing to the implementation and monitoring of activities, including use of UNICEF's funds.
  • Reconciling data for special reports, preparing detailed cost estimates and participating in budget analysis and projects as required
  • Summarizing information reflecting current obligations and future program and/or budgetary implications.
  • Maintaining, filing and updating of records in prescribed format for subsequent use.
  • Serving as budget monitoring focal point and independently monitoring tables and financial overviews for program meetings and management team meetings, maintaining financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day to day transactions.
  • Collecting data and other information on development and/or subject-matter activities of the country
  • Processing data and information in accordance with instructions received, making necessary abstracts and computations.
  • Researching, analyzing and verifying information on best practices and lessons learnt to support knowledge development and capacity building.
  • Supporting capacity development activities related to performance monitoring, program development and related internal UNICEF systems/tools by drafting necessary training materials and participating on exercises pertaining to program processes and procedures which aim to build capacity of stakeholders.

To qualify as an advocate for every child you will have…

Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

Experience: A minimum of five years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements: Fluency in English and Albanian is required. Knowledge of another official UN language is considered as an asset.

Technical Skills:

  • Strong organizational, planning and prioritizing skills and abilities.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural backgrounds.
  • Strong office management skills.
  • High attention to detail.
  • Ability to effectively manage the section’s material resources and monitor its budget.
  • Good analytical skills.
  • Experience using MS Word, Excel, PowerPoint and other software such as SharePoint
