UNICEF is operating in Italy based on formal agreements with national authorities aimed at providing technical support for the protection and social exclusion of refugee and migrant children, those transitioning to adulthood, and women arriving in Italy from the central Mediterranean and Balkan routes and from Ukraine. A two-pronged approach combines humanitarian service delivery with capacity building, policy reform and technical assistance for the protection and social exclusion of refugee and migrant children and adolescents with partner organizations and governments. The response enables the target population to emergency protection interventions, alternative care solutions, and lifesaving information and skills-building opportunities.

The Child Protection and Gender-Based Violence (GBV) programmes provide access to key life protecting information, promote uptake of services, identification and referral of at-risk boys and girls to relevant services, including psychosocial assistance, GBV services and access to alternative care and guardianship. The Youth & Adolescent Development programme focuses on participation and skills building interventions to guarantee migrant and refugee children and youth have access to key information, have their voices heard and are empowered to take the lead and have the skills and competencies needed for their social inclusion in Italy.

Under the close supervision and guidance of the Emergency Specialist, P3, the Programme Assistant will support the team through providing a range of procedural, administrative, operational support in developing, implementing, executing and monitoring their programmatic commitments, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations. Specifically, the Programme Assistant will be, inter-alia, responsible for ensuring optimum use of programme funds in order to deliver effectively on all programmatic priorities through guiding the programming, allocation and monitoring of funds; providing advice to UNICEF programme staff and partners on programme and budget processes; and providing overall support and advice to the management in line with UNICEF and donor requirements. The post will be responsible for the management and monitoring of UNICEF’s implementing partnerships.

How can you make a difference?

Summary of key functions/accountabilities:

  • Preparing and maintaining records pertaining to programme planning and development of the R&M response in Italy.
  • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and makes amendments and alterations as per programme revisions when necessary; iaising with budget focal points and the CP, GBV and ADAPprogrammes over costs and needs.
  • Facilitating the processing of contracts for endors and external partners that support the office in programme delivery. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in VISION, and making necessary logistical arrangements. Keeps vendor and partner lists, up-to-date.
  • Collecting invoices and filing documents for approval and thereafter processing in VISION and Service Gateway.
  • Preparing and maintaining records, documents and control plans for the monitoring of project/programme implementation and financial expenditures.
  • Monitor and support implementing partners to ensure compliance with all necessary registration and administrative requirements on the UN Partners Portal and facilitate due diligence verification

  • Maintaining calendar and arranging meetings on funds programming and monitoring. Taking minutes of meetings and keeping the correspondence of the R&M team well organized.

    Impact of Results:

S/He supports the section in the compilation and coordination of key work products, ensuring deadlines are met and that established rules and procedures are followed. The support provided by the programme assistant therefore creates the strongest possible administrative platform from which the country programme can then be delivered. The key results have an impact on the overall performance of the country programme and success in the implementation of project/programme activities.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of five years of progressively responsible administrative or clerical work experience is required. Experience in funds programming allocation and monitoring.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Fluency in English and Italian is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish)
