The Government of Mongolia and the United Nations Children’s Fund for Mongolia (UNICEF), under its 5th Country Programme (2017-2021), aim to strengthen national and decentralized systems to ensure most disadvantaged children benefit from increased access to and utilization of services that promote health, clean air, nutrition, inclusive education, early childhood development, social protection, child protection, WASH and climate change action.

How can you make a difference?

Under the close supervision and guidance of the supervisor, the programme assistant will perform the following functions:

Technical and administrative s****upport to programme development, planning and execution:

  • Compiles data and information on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
  • Prepares and maintains records pertaining to programme planning and development for his/her respective section.
  • Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
  • Submits transaction requests through MyCase, and follow-up with GSSC & vendors.
  • Arranges meetings, workshops and training courses pertaining to programme development, and provides support in making the necessary logistical arrangements.
  • Assist to compile service and procurement plan, and periodic review of plans
  • Follows up both internally with the supply section and externally with counterparts to ensure supplies for programme implementation are delivered in a timely and accurate manner.
  • Supports the processing of contracts for consultants and external partners pertaining to the section.
  • Support output managers to conduct supply-end user monitoring

    Support to monitoring and reporting of programme results:

  • Provides support on budget revision/preparation, implementation status, determination position of funding utilization, and financial closures.

  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and follow up.
  • Prepares and maintains records, documents and control plans for the monitoring of project/programme implementation.

Support HACT implementation, and capacity building of Implementing Partners:

  • Provides support in conducting HACT & FACE trainings for IPs
  • Works closely with Implementing Partners (IPs), provides guidance on HACT framework, and proper use of FACE form, on a daily basis
  • Provides support in HACT Quality Assurance activities, including Simplified Financial Management Assessments, Spot checks and Programme monitoring

    Support in knowledge management and capacity building:

  • Gathers and shares information as needed in support of improving the processes and daily operations of the section.

  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by drafting necessary correspondence, compiling data reports and maintaining relevant records.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization. University degree in finance and accounting, or related field is considered as an asset.
  • A minimum of five years of progressively responsible administrative, clerical, or finance work experience is required.
  • Experience in a UN system agency or international organization is considered as an asset. Knowledge of Microsoft Office, especially Excel and ERP systems (preferably SAP) is considered as an asset.
  • Strong organizational, planning and prioritizing skills and abilities.
  • Ability to work effectively with people of different national and cultural backgrounds.
  • Fast learner, adapts and responds to change, tolerates ambiguity.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset
