ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

In line with its mandate, WFP Jordan is keen to support the Jordanian Government’s Emergency Preparedness and Response (EPR) and Disaster Risk Reduction (DRR) efforts by providing technical, financial, and logistic support to the National Center for Security and Crisis Management (NCSCM) to develop/implement and oversee the risk monitoring and impact analysis platform.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Work with stakeholders to create an inventory of relevant existing datasets which should be considered for the purposes of developing the Platform for Real-time Impact and Situation Monitoring (PRISM) based on their use in EPR and DRR activities 2. Prioritize datasets for inclusion in PRISM and work with government partners to obtain georeferenced data, ideally through programmatic means. 3. Facilitate data sharing agreements with relevant institutions, if needed. 4. Identify and document gaps in information required for discussion among stakeholders to potentially fill data gaps. 5. To build a geospatial data repository for relevant socio-economic vulnerability indicators - collect, clean, validate and transform NCSCM data to GIS format. 6. With support from WFP, lead configuration of existing and newly generated GIS data into PRISM and create an operational plan for ensuring data remains continuously updated. 7. Identify technical barriers to adopting the system and create a plan to address potential issues impacting a successful deployment. 8. Provide support in identifying gaps in data and information relevant to NCSCM needs. 9. In cooperation with WFP colleagues and under the supervision of WFP HQ, configure and fine-tune PRISM instance of NSCSM and facilitate updates and maintenance of the platform. 10. Produce any required technical documentation for NCSCM to independently manage PRISM

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

In addition to supporting the deployment and maintenance of PRISM, the Specialist will support tasks related to GIS functions within NSCSM, including: 1. Support in implementation of specialized GIS services in NCSSM as per focal point’s requests. 2. Act as point of contact with the different external partners/stakeholders to collect data and keeping this data updated. 3. Maintain spatial databases and an archive of all NSCSM geographical data according to the requirements of NCSCM’s GIS specialist. 4. Prepare maps and analysis to display NSCSM programs. 5. Advice on new GIS solutions in support of newly identified need of NSCSM. 6. Collect, process, and validate new data: if needed, organize field trips for GIS data collection. 7. Collect and store data in digital form using appropriate GIS data collection tools. 8. When needed, support other business units with GIS-related tasks.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate is a plus.

Experience: At least five or more years of work experience in managing geospatial data and generating information products for decision making, including interactive dashboards, reports based on geospatial data, detail maps and infographics.

Language: Fluency in both oral and written communication in English/Arabic
