ORGANIZATIONAL CONTEXT

WFP supports over 1.4 million people in Cox's Bazar, Bangladesh including over 860,000 Rohingya refugees and host community Bangladeshi under the L2 emergency operation. WFP provides food and nutrition assistance to the entire refugee population in the world’s largest refugee camp as well as school meals, nutrition service, and livelihood support to host communities in Cox’s Bazar.

JOB PURPOSE

Under the direct supervision of Head of General Food Assistance (GFA) Programme, the incumbent will support implementation of Block chain and SCOPE System and will responsible for overall coordination and liaison the WFP technical team, ETS, GFA operational team, Cooperating Partners and ensure WFP system for beneficiary and transfer management is working smoothly and provide day to day operational support to CP and GFA field team and provide necessary training along with BB and SCOPE team.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Act as GFA program focal for Building Blocks and SCOPE and work with the Building Blocks and SCOPE team for system implementation for GFA E-Voucher, FFC and RR intervention of the programme.
  • Coordinate with GFA cooperating partner and provide day to day technical support on the system and conduct training for the CP staffs. And follow up on action points advised by the Head of GFA and partners for implementation.
  • Deliver any Building Blocks and scope related technical assistance, and supervision to the relevant staff members of Cooperating Partners to ensure implementation of system as per the WFP standards and guideline.
  • Monitor and address feedback on beneficiary satisfaction at the field level and follow up on action points with the Head of GFA and partners for implementation.
  • Ensuring all feedback to complaints received from the beneficiaries at the Help Desks and Hot line have been delivered appropriately in the earliest time possible related with scope and Building blocks.
  • In times of need, under supervision of the Head of GFA, work with the Tech and System team to conduct assessment on GFA need develop operational and programmatic scopes and objectives at the field level.
  • Maintained daily/monthly transaction report from the system and work with GFA KIM to generate daily/monthly GFA report.
  • Support GFA field team on BB and SCOPE system and conduct training/orientation session for update them about the system.
  • Monitor compliance of WFP Food Security factors responding to the current time and need (e.g. Covid-19 Prevention and Risk Measurers) at the WFP food assistance outlets
  • Provide technical support on scope platform, Block chain (BB) and operational guideline to GFA cooperating partner in a very regular manner for improved implementation of General Food Assistance (GFA) programme ensuring that programme activities are performed within the established GFA goals and objectives following WFP’s policies and procedure and GFA SOP.
  • Maintain regular coordination with WFP internal units (Scope, BB, Digital solution, scale up taskforce) and share the necessary update with internal units as well as with WFP partners.
  • Liaise with Emergency Telecommunications Sector (ETS) to ensure consistent operation, detection of technical issues, troubleshooting of field-level issues (e.g., poor connectivity, BB application issues, power issues, device issues, etc.) and reliable network coverage of BB areas
  • Where applicable, identify and recommend long-term solutions to recurring field-level operational issues, maintain appropriate documentation and reporting; maintain monthly BB transaction data analysis and reporting
  • Analysis of GFA database, identify the discrepancies, report to supervisor and support cooperating partner to improve the data quality by sharing the findings.
  • Reports on all aspects of the programme implementation and quality to the Head of GFA Programme.
  • Perform any other duty, as required, related to GFA and the other programme activities

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of University degree (Bachelor/master’s degree or equivalent) in English, Social Science , Economics, Supply Chain, Business Administration or relevant areas. Experience: A minimum of four years of experience with two years especially in the emergency operations or similar arena. A basic knowledge on Blockchain or SCOPE or distribution system will be considered as asset.

Languages: Proficiency in both oral and written communication in both English and Bangla.

Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programme.

  • Strong preference will be given to those have practical working knowledge on General Food Assistance programme and have an advance level knowledge in MS Word and Excel.
  • Has excellent skills on data management and analysis, Knowledge on Blockchain and digital system for beneficiaries and transfer management.
  • Has good facilitation and coordination skills
  • Training and/or experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems eg. COMET, SCOPE, Building blocks. General knowledge of UN system administrative policies, rules, regulations, and procedures.

Monthly Salary : BDT. 96,089
