STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Language: Fluency in both oral and written communication in English and Tetum

ORGANIZATIONAL CONTEXT

The incumbent will perform the responsibilities under the supervision of Programme Assistant and general guidance of Supply Chain Officer.

JOB PURPOSE

The incumbent will provide continuously focus on strengthening sub-national capacity in the area of emergency and service provision, nutrition programme, school health and nutrition, food security and streamline supply chain. Provision the technical support to relevant line ministries and other stakeholder based at municipality level to have a better Coordination among the national and municipality level and to the relevant WFP technical focal points (e.g. School Feeding Programme, M&E and Logistics and Supply chain); and closely liaise with the government line ministries at municipality for program planning and management on a regular basis; and support them in supervision and management of the responding to the COVID-19 and flood impacts, with provision of emergency food security blanket to ensure the beneficiaries access the food distributions with more nutritious commodities in affected community, village, sub-administrative post and municipality level with run smoothly.

KEY ACCOUNTABILITIES (not all-inclusive)

Provide support to government counterpart at municipality level for any Capacity assessment, survey, capacity building/training, nutrition specific and sensitive activities, school health and nutrition including home-grown school feeding (HGSF), rice fortification, food safety, SISCa activities, Mother Support Group-SBCC, monitoring and evaluation (M&E) municipality level; Provide support to government counterpart at municipality level to ensure simplified protocol and distribution of commodities recording, and reporting formats are filled correctly by Government partners staff during monthly monitoring visits, beside that Support Collect monthly data from all the distribution sites, summarize data and transmit to the WFP Country Office; Provide support to government counterpart at municipality level to Monitor and supervise the implementation of CSP at muniplaity levels; Provide guidance to government counterpart at municipality level for have regular COORDINATION MEETING in place for emergency preparedness and response and with seeking support from Municipality President team for join intervention response to Emergency sites on the ground; Support the regular coordination with government counterpart at municipality level on the programme delivery and implementation. Such as to up-date the stock availability to line Departments at Municipality and sub-municipality and also copy a report to national level for line Ministries about food stock such as rice fortification; Non-Food Items, to focal point/program manager, Provide support to government counterpart at municipality level to Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site ( e.g. Municipality storage, community hall, health facility, and school room or storage) and verify if the amounts received have been properly recorded, damaged, or suspected to be damaged; Perform other duties under the Country Strategy Plan from SO1 & SO2 as required.
