  • At least five years of progressively responsible work experience related to food security, partnership, analysis and/or reporting.
  • Proficiency in the use of office equipment and computer software packages, such as MS (Word-Excel).
  • Ability to work with minimal supervision.
  • Ability to present information in the form of tables and charts.
  • Ability to identify data discrepancies and rectify problems requiring attention.
  • Solid organizational skills including attention to details.
  • Good analytical skills; resourcefulness, initiative, sound judgement.

ORGANIZATIONAL CONTEXT

The Programme Assistant will work in the Emergency Response unit and in collaboration with the other units in the WFP CO and WFP Field Offices.

The prolonged conflict in Syria, now in its eleventh year, continues to take a heavy toll on the Syrian population. Currently, 6.1 million are internally displaced (IDP), while 5.6 million people have sought refuge outside Syria. In 2020/2021 an estimated 12.4 million were estimated to be food insecure, 60 percent of the population. WFP is a key actor in Syria supporting around 6 million people monthly with food assistance, through its general food assistance via its emergency response. WFP Syria is heading towards a vast reform of its emergency response with an overall retargeting exercise that will encompass more than 1.2 million families. As well due to the economic downturn since October 2019, and the additional impact of COVID 19, WFP continues to maintain its large emergency response.

The Syria Emergency Preparedness and Response (EPR) Unit requires staff to support the Unit with its programme activities in Syria.

OBJECTIVE:

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the job holder will be responsible for the following duties: (not all-inclusive)

• Support the team working with CO Partnership and Finance section on issues related to cooperating partners (CPs) Field Level Agreements (FLAs) implementation. • Support the coordination and implementation (with focal points in the Country Office, Field Offices and Partners) for implementation of General Food Assistance (GFA) program activities. • Assist in preparation and consolidation of monthly allocation plans, projections for food commodities including Ready to Eat rations. • Support Commodity Management and Tracking in coordination with Supply Chain Unit and partners. Including Monitor food commodities for “best before date” plan and take timely remedial action as required. • Collect and analyse data on programme implementation to identify emerging trends/gaps aimed at improving programme implementation and informing future planning. • Support the Unit with internal and external reporting and timely submission of reconciled data related to GFA activity implementation and reporting. • Coordinate with M&E Unit for monitoring updates and follow-up as related to EPR section activities. • As requested, and needed, participate in field monitoring visits to the Field Offices, follow up of issues in the field and coordinate with EPR team for remedial actions. • Translate documents and letters for the EPR Unit. • Provide support in organizing planning missions, meetings, and briefing sessions. • Support the team with coordination and communication with partners - UN agencies, INGOs and government institutions - to ensure efficient delivery of programme activities. • Manage programmatic updates through specific databases/platforms to ensure information is accurate, organized, and available on share-point and other relevant platforms. • Assist the Unit to establish/maintain effective partnerships with cooperating partners for emergency preparedness, risk reduction, and response. • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
