ORGANIZATIONAL CONTEXT

The Programme Assistant (District Nutrition Coordinator)will be a member of the WFP nutrition team, and he/she will be based in one of the project districtsJob holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
JOB PURPOSE
The incumbent is responsible for support in overseeing the implementation, monitoring, and reporting of the MCHN project in the assigned district (s).To provide support to School Meals Programme (SMP) Unit that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall guidance of the Head of Nutrition, and direct supervision of the National Nutrition Officer, the job holder will carry out the following tasks:
Coordination and Capacity Strengthening Support:
- Coordinate with local governments and/or Palikas/Municipalities for the planning, implementation, monitoring and reporting of WFP’s supported nutrition and other programmes.
- Act as a WFP point of contact in relevant coordination and stakeholders’ meetings at District, Municipality and Palika levels, as appropriate.
- Coordinate and participate in capacity strengthening activities implementation at the health facility and community levels.
- Provide support in conducting training need assessments, as well as carry out orientations/training to government, health facility, community members, and Cooperating Partners (CPs) to contribute for local capacity strengthening efforts.
Programme Planning and Implementation:
- Provide support in implementation of MCHN programme in the respective districts, and other upcoming WFP project/programme activities within the district/municipality, in close coordination with the local authority.
- Act as a point of contact in the preparation and execution of district wise implementation and monitoring plans in collaboration with the CO, local governments, and CPs.
- Facilitate annual project planning meeting, including municipality & ward level launching meetings.
- Assist in liaising with the Cooperating Partners (CPs) to support implementation of the ongoing programmes, ensuring effective collaboration, timeliness, and efficiency, and highlight potential risks to on time delivery.
- Assist CPs conduct community sensitizations and community-based interventions including cooking demonstration, SBCC campaign, GEDSI mainstreaming, community food bank establishment…etc.
- Support Rural/Urban Municipalities during annual planning and budgeting, and advocate for adequate nutrition budgeting.
Monitoring, Reporting and Information Management:
- Support in monitoring implementation of WFP supported activities at various levels in the districts (household, health facility, community, FCHVs and other social workers/volunteers) in coordination with local government.
- Support in monitoring progress of MCHN project activities in the respective districts and contribute to the preparation of accurate and timely reporting on activities.
- Maintain record of all the activities that take place in the district, as well as ensure a proper database is maintained on project progress, lesson learned and best practices.
- Perform review and validate progress reports submitted by CPs.
- In collaboration with the knowledge management team, support CPs develop case studies, as a relevant and appropriate.
- Support the conduct of quarterly review meeting at district level with government, CPs and other relevant stakeholders to discuss programme progresses, identify issues that require follow up and develop joint action points.
Other Responsibilities:
- Provide support in ensuring the issues of protection, accountability, and gender equality, disability, and social inclusion (GEDSI) are mainstreamed across WFP supported programmes.
- Support, monitor and ensure that the CP staff, government health workers and FCHVs follow the national guidelines for implementation of the ongoing WFP supported programmes in the district.
- Undertake other general responsibilities relevant for implementing the activities as assigned by the supervisor.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Bachelor’s Degree in Nutrition or Public Health or related fields with relevant on the job training related to SBCC and integrated nutrition programming will be a plus.
Language: Fluency in both written and spoken English and Nepali languages. Nepali Typing skill is an asset. Knowledge of local languages is a mandatory.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Minimum 2 years of work experience in public health and nutrition, community development etc. with governmental and multilateral organizations or I/NGOs.
- Prior experience of working in the project target districts/municipalities will be given preference.
- Knowledge of and experience of promoting consumption of locally available food, community engagement, development, and inclusion.
- Previous experience in managing CPs will be ana advantage.
- General knowledge of UN system policies, rules, regulations, and procedures in the area of work is an advantage.
OTHER SPECIFIC JOB REQUIREMENTS
- Functional competencies including supervising implementation of multi sector nutrition programmes, nutrition emergency preparedness and response, maternal and child health, IYCF/MIYCN, SBCC, school-based programming etc.
- Sound understanding of nutrition related programmes and initiatives in Nepal
- Good communication skills, ability for perform well in cross-disciplinary teams, and ability to maintain effective working relations with partners.
- Training and experience in utilizing computers and standard software packages and systems, such as MS-Office.
