UN Environment is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

This assignment is in UN Environment's Corporate Services Division at the Nairobi duty station.

The Enterprise Solutions Section (ESS)of UN Environment’s Corporate Services Division is mandated to enable efficient and timely UN Environment Programme delivery using ICT standards, solutions, and overall business process automation in support of UN Environment’s programme of work. It undertakes a wide range of services, activities, and projects. It works closely with clients throughout the project life cycle to tailor the services to their needs ensuring that the solution meets the required objectives from a specification, resource, and time perspective.

One of the workstreams within the Enterprise Solutions Section is called the development and operations (DevOps) Unit. Its overall goal is to develop and maintain systems and services to facilitate the delivery of UNEPs mandate and automate business processes. The UNV will be mainly working under the United Nations Environmental Assembly (UNEA) monitoring platform and other related systems

Under the direct supervision of an Officer in the Section and in close engagement with the UNEP business process owners, the National Specialist Volunteer will be part of a team to design, develop and implement various workflow automation and service request tracking systems. The specific tasks of the National UNV include the following:

Expected Output 1: To strengthen UNEP’s programme and project review capacity for results-based management through consolidating various fragmented organizational data sources into a single in-house data analytics and reporting platform.

Description

  1. To use SQL, Python, and related statistical languages to manipulate complex datasets in order to facilitate maintaining of accurate information on project performance, financial performance, human resource performance, audit, and evaluation performance.
  2. Contribute to the preparation of monthly Programme Delivery Reports to be issued to heads of Offices and Regions, and Sub-programme coordinators.
  3. Contribute to the preparation of Quarterly Business Review reports and related material to be issued to the Senior Management Team.
  4. To optimize data transformation process performance through automating the current analy-sis process by facilitating the use of advanced analytical tools for data storage and manipulation.

Expected Output 2: Information Management. Description

  1. Work closely with personnel in Policy and Programme Support Unit, Global Environment Facility (GEF) Coordination Office, and Green Climate Fund (GCF) Coordination Office to aid with project reporting and related operations.
  2. Work closely with personnel in Gender Unit to aid with project gender alignment reporting and related operations.
  3. Work closely with the Finance and Budget personnel in the Corporate Services Division to aid with financial reporting and related operations.
  4. Work closely with Human Resource Section in the Corporate Services Division to aid with human resource reporting and related operations.
  5. Work closely with Strategic Planning Unit personnel in the Policy and Programme Division to gather audit reporting data for the timely reporting of compliance.
  6. Manage gathering of UNEP evaluation data from the Evaluation office for timely reporting of compliance.
  7. Work closely with the Business Intelligence Unit in Corporate Services Division to manage the gathering of data required for financial reporting, grants management reporting, and implementing partners reporting and related operations.
  8. Support the Quarterly Business Review team to ensure the implementation of best practices in data management to ensure the integrity of data and the quality of data processes.

Expected Output 3: Business Systems Development. Description

  1. Planning, designing, developing, implementing, and maintaining an accurate database of UNEP’s Quarterly Business Review database.
  2. Conduct data integrity and availability tasks through routine administration, operation, and monitoring of systems.
  3. Work closely with UNEP’s Enterprise Solutions Section to support the migration of the legacy database to the Data Warehouse.

Expected Output 4: Training. Description

  1. Train co-workers and/or clients on the Quarterly Business Review data collection process to aid in their understanding of the sources of information.
  2. Train co-workers and/or clients on managing their Quarterly Business Review composite index scores.

Expected Output 5: Knowledge Acquisition Task Description

  1. Keep abreast of developments in technology both in the UN and in the industry in general.
  2. Keep current with data analytics, statistical methodologies, and data visualization best practices.

Results/Expected Outputs

· UNEP’s programme and project review capacity for results-based management is strengthened through consolidating various fragmented organizational data sources into a single in-house data analytics and reporting platform. · Divisions are assisted with data gathering, governance, and injection into the unified system · Applications and tools are developed to support the automation and reporting of the result management framework. · Co-workers are trained on the tools and systems provided.

Skills:

· High level of proficiency in at least four of the following: Jira, Confluence, PHP, Python, JavaScript, MySQL databases, Power Apps, Teams, SharePoint Online. · Experience working in teams, including coordination of junior members, and in engag-ing with clients. Working with multi-cultural teams would be an advantage. · Experience in developing workflow automation and service request tracking solutions would be an advantage.

Kenya has two levels of Government; National Government and 47 sub-national Govern-ments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 54 million (2022 estimate) grew at an annual rate of 1.93% in 2021.. The country’s GNI per capita (Atlas method) estimated at purchasing power parity (PPP) was $2080 in 2021, and the GNI per capita is grew at an average rate of 5.7% annually in 2021.. In 2022, 17% of Kenya’s people lived in extreme poverty below US $1.90 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO).

Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 5,000 UN personnel mainly because it serves as the headquarters for both the UN-HABITAT and UNEP.

The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is a highland cool and warm tropical climate.
