ORGANIZATIONAL CONTEXT

WFP Iraq currently implements its 2020-2024 Country Strategic Plan (CSP). In pursuit of Strategic Outcome 2, Targeted communities, including farmers, have enhanced livelihoods and increased resilience to shocks by 2024, WFP implements activities focused on the enhancement of food systems and the expansion of resilience-building activities from post-conflict areas into areas that are highly vulnerable to food insecurity through the scale-up of climate adaptation interventions. These activities have an increased focus on women and young people. WFP Iraq is committed to supporting the development of a comprehensive and effective approach to climate change in Iraq, in line with the country’s national priorities and the global Sustainable Development Goals. WFP Iraq also works hand in hand with the government and other stakeholders to unlock the various regional and international forecast-based financing mechanisms for achieving early warning and anticipatory actions in the country.

The successful candidate will be based in Baghdad and report to the Climate Change Coordinator at country office level.

JOB PURPOSE

WFP Iraq is seeking a qualified programme assistant to support its initiatives to address the effects of climate change on food security and resilience in the country. Such activities include, but are not limited to:

  • Enhancing the country’s climate information system to provide unified and consolidated data across Iraq to strengthening early warning mechanisms;
  • Supporting smallholder farmers with adaptation measures, such as the provision of drought-resistant seeds, solar-powered water pumps and climate-smart agricultural practices;
  • Improving irrigation systems and water management, such as installing modern drip irrigation systems, rehabilitating canals, and constructing water harvesting structures; and
  • Funding climate change mitigation and adaptation actions for reforestation, mangrove planting and marshland conservation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide cross-cutting support to WFP Iraq’s climate change activities, supporting alignment with wider programme resilience policies and guidelines;
  2. Provide project management and/or general office support following established targets and WFP policies and procedures;
  3. Provide technical and administrative support to the programme team, such as preparing reports, budgets, proposals and correspondence;
  4. Support the development and implementation of climate change adaptation and mitigation strategies, policies and programmes in line with WFP’s corporate goals and standards;
  5. Compile data, support analysis and support the preparation of reports (e.g. climate data, resource utilization, programme status, mapping of climate shocks) in order to support operational decision-making;
  6. Exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
  7. Coordinate and liaise with relevant stakeholders, such as government, UN agencies, NGOs, donors, and beneficiaries, to ensure effective collaboration and partnership on climate change issues;
  8. Work closely with the livelihoods and resilience team to mainstream climate-smart approaches into programming; and
  9. Other duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. First level bachelor’s degree preferrable.

Experience

  • At least five (5) years of experience in project implementation and coordination, preferably with specialized experience in climate change activities.

Languages

  • Fluency in English is required. Professional knowledge of Arabic is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Knowledge of WFP’s operations and activities related to climate issues and their implications on food security and resilience.
  • Has worked extensively in tasks that involved relationship building and community engagement, including with government partners.
  • Knowledge of current thinking and developments in climate action.
  • Experience preparing concept notes, reports, budgets and correspondence.

TERMS AND CONDITIONS

Position Title: Programme Assistant (Climate Change) Grade: SC5 Contract: Service Contract Duty Station: Baghdad, Iraq Duration of contract: 6 months, with possibility of extension subject to funding availability and satisfactory performance Salary: Minimum Annual Net Salary is USD 21,441.00 Medical Plan: International valid medical plan for the staff member, spouse, and dependent children Annual leave: 30 working days per annum
