ORGANIZATIONAL CONTEXT

World Food Programme Cameroon implements operations in different regions of the country including South-West and North-West Regions. WFP has a Field Office located in Buea and is responsible for operations in the South-West region. WFP is providing food assistance to beneficiaries assisted through General Food Assistance, Nutrition and Cash Based Transfers support. To better position it to serve the population assisted, WFP seeks the services of a Programme Assistant (Cash Based Transfers).

This job is found in WFP Buea Field Office and the job holder will report to the Programme Associate or a Programme Policy Officer.

JOB PURPOSE: To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES/ RESPONSIBILITIES:

  1. In coordination with relevant units at CO level, support the implementation of cash & voucher interventions at the Field Office level, including the identification of major risks for the proposed intervention and mitigation actions needed; Support the drafting and update of Standard Operating Procedures related to different CBT modalities as per requirements.
  2. Analyse the appropriateness of using cash or vouchers as transfer modality in relation to the project objectives of all current and planned interventions and ensure that cultural and gender considerations are appropriately addressed and do not jeopardize the achievement of the project goals.
  3. Conduct cost efficiency and effectiveness analysis of CBT interventions comparing costs between delivering food rations and cash/voucher equivalents and list the pros and cons between various response options in order to support operational decision-making.
  4. In collaboration with the RAM Unit, facilitate the design and support the implementation of follow-up market surveys if and when needed in order to examine the market ability to respond to increased purchasing power.
  5. Assist with the set-up, management and maintenance of WFP’s CBT platforms, including programming and reporting of CBT utilization, reconciliation of resources and processing of implementation data. Ensure that all FO monthly CBT cycles are completed in a timely manner.
  6. In collaboration with the different Cooperating Partners, facilitate inventory studies of financial delivery structures, e.g. banking structure, micro finance institutions, mobile banking facilities in the areas where WFP activities are envisaged.
  7. Support the coordination intra-office efforts for CBT interventions with the Programme, Logistics, Finance/Administration and ICT units.
  8. Establish contacts and liaise with other UN agencies, NGO partners, service providers (mobile phone companies, banks, other financial service providers) government departments, and other stakeholders for assessing opportunities of collaboration in CBT operations.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

    Experience:

  • At least 5 years of Experience.

    • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).

    • Has contributed to implementation of programmes.

    • Has observed or assisted with policy discussions.

    Languages:

  • Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

    • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
    • Has contributed to implementation of programmes.
    • Has observed or assisted with policy discussions.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary Degree in the related functional area is desirable.

Language: Fluency in English. Must be fluent in Pidgin.
