JOB PURPOSE

Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained country in the world. Over the past decade, Mozambique, has ranked amongst the top ten fastest growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty. The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (CSP) 2017-2021 aims to support long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique. In line with its corporate strategy, WFP Mozambique strives to meet the needs of the 1 million beneficiaries it serves with the most effective support, be it in-kind food, cash, vouchers or a combination of all three.

KEY RESPONSIBILITIES (not all-inclusive)

  • Ensure that all CBT distribution data is accurate and register timely in COMET.
  • Support communication and activities with local partners, agencies, NGOs and government institutions.
  • Review Field Level Agreement (FLA) packages from CPs and follow up on submission to CO as well as approval process
  • Follow up with partners for the timely submission of monthly output and financial reports. Review of CPs’ monthly output reports and financial reports to ensure that CPs’ expenditures are eligible and in line with FLAs’ budgets.
  • Ensure regular communication with CO and maintain records of all correspondences between Country Office (CO), Sub Offices (SOs), and Cooperating Partners (CPs), including but not limited to FLAs, advance requests, monthly reports, claims and payments.
  • Liaise with IDM focal point at SO level as well as with SCOPE team and focal points to ensure that SO are prepared for the use of SCOPE, MODA, etc.
  • Travel to support field activities as required, and to support operations in other regions of Mozambique if requested.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate/ university degree in Political Science, Economics, Statistics, Information Management or Project Management, Social Sciences or other relevant field is a plus. Language: Fluency (level C) in English and Portuguese Experience: 5 years or more of professional experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Cash Based Transfers.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.

OTHER SPECIFIC JOB REQUIREMENTS

  • Excellent communication, coordination and facilitation skills
  • In-depth knowledge of spreadsheet software, such as Excel is required.
  • Experience with beneficiary Management Information Systems
  • Ability to work in a team and establish effective working relation with person of different national and culture backgrounds.
  • Good computer knowledge and skills
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Provability to handle any other additional tasks as requested.
  • Willingness to travel to the field.
